Our client is the lead Australian Government agency responsible for the long-term protection, ecologically sustainable use, understanding and enjoyment of The Great Barrier Reef.
The Role
The Manager – ICT Procurement and Contracts will lead ICT procurement and contracting activities, manage enterprise ICT contracts, and ensure compliance with procurement frameworks while delivering value for money.
Working within the Technology and Digital Services (TaDS) section the Manager – ICT Procurement and Contracts will build strong working relationships across the organisation, provide expert advice on sourcing and contract management, and support the delivery of secure, resilient and high-quality digital services across the Reef Authority.
Additionally, they will be responsible for mentoring and providing guidance to the ICT Procurement and Contracts Support Officer.
Key Responsibilities will include:
* Supervise and mentor the ICT Procurement and Contracts Support Officer.
* Advise the TaDS team on complex ICT contract management, procurement, and sourcing.
* Oversee ICT contract planning, renewals, and changes, ensuring compliance and value for money.
* Prepare, review, and maintain all contract documents.
* Collaborate with Finance and stakeholders to ensure effective contract governance.
* Foster relationships with external vendors and partners.
* Handle contract enquiries, risks, issues, and disputes, escalating when needed.
* Report to management on ICT procurement and contract performance.

* Show proactive leadership, collaborate well, adapt to change, and communicate clearly with stakeholders.
* Strong written and verbal communication skills, able to tailor messages for diverse audiences.
* Experience providing specialised ICT contract management and procurement advice.
* Sound judgement and the ability to deliver high-quality work under pressure.
* Proven experience managing ICT contracts and procurement, including drafting plans, approvals, contracts, and reports.
* Strong knowledge of:
* PGPA Act 2013
* Commonwealth Procurement Framework and Rules (CPRs)
* Digital Sourcing Framework
* Whole-of-Australian-Government contracts
Desirable:
* Risk management experience in complex settings
* Certificate IV (or higher) in Government Procurement and Contracting
