Primary objective
As a subject matter expert on the unique and specialised procurement needs of the NCCTRC, provide effective, efficient, and timely information,
advice, support, services, and monitoring, so all goods, works and services are procured ensuring NCCTRC is in a state of readiness to respond to local,
national, and international emergencies. Lead planning, through to execution and completion of procurement activities, to ensure business needs and
procurement scopes and assessment criteria are clearly prescribed, the most effective approach is undertaken, and the activities comply with
applicable rules, delegations, framework etc and within the budget capacity of the work unit.
Key duties and responsibilities
1. Provide professional, valid, reliable and timely procurement information, specialist advice and practical support to meet divisional procurement
needs and ensure compliance with all elements of the Northern Territory Government (NTG) Procurement Framework.
2. Lead the development and delivery of the divisional Procurement Management Plan, including coordinating across government advice and
expertise to support time sensitive technical and complex procurement activities.
3. Recommend, design and implement business process improvements to enhance the efficiency and effectiveness of procurement processes and
the quality of procurement outcomes, and identify, manage and mitigate procurement and contract risk.
4. Lead procurement and contract management with stakeholders to ensure efficiency, effectiveness and compliance, and that process and
performance improvement opportunities are identified and addressed, including in the development of scopes, specifications and key performance
indicators, and the keeping of records of procurement activities and processes.
5. Monitor the timely processing duties for Tier 1 to 3 and payment of invoices after assessment with stakeholders on the quality of goods, works
and services received against the prescribed requirements and resolve issues relating to payment and any corporate credit card transactions.
6. Develop and deliver procurement and contract reports and analysis, and prepare memos and papers to support Executives, Directors and work
units in procurement planning and decision making.
7. Increase procurement and contract management capability by providing and facilitating the delivery of procurement and contract management
coaching and training spanning frameworks, processes, delegations and systems i.e. NTG Pay, Agencies Purchase Requisitions Online (APRO),
Expense8, Trax – Contract Management System.
8. Be available after hours for matters relating to responsibilities of the position and for support for deployments.
9. As a member of a small corporate services team, undertake corporate and administrative tasks and priorities, and backfill finance officer position
as required.
10. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure
high quality, safe services and workplaces.
Selection criteria
Essential
1. Demonstrated success in delivering contemporary procurement services, in the public sector or similar, with sound knowledge, and effective use
of, various information management, procurement and business management systems.
2. Sound high level knowledge of the NTG Procurement Framework and its application or similar, or ability to quickly attain.
3. Demonstrated high level oral and written communication, interpersonal and negotiation skills to enable successful communication with diverse
stakeholder groups across cultural and professional boundaries, tailoring style as required.
4. Proven, well-developed research and analytical skills and demonstrated success in identifying, implementing and promoting system, process and
practice improvements, including through clear and practical business process improvement initiatives.
5. Demonstrated strong work ethic and accountability, commitment to quality outcomes with a high level of initiative, an ability to work
independently to deliver successful outcomes and with an ethical approach to information and the use of public funds.
6. High level of proficiency in computer-based software and systems, including those used for procurement and finance in the public sector, or ability
to quickly attain.
7. Ability to work flexible hours during times of high activity.
Desirable
1. Undergraduate or post-graduate degree in Business, Procurement, Commerce, Law, Public Administration, Contracts or similar.
2. Knowledge of the business and operations of the NCCTRC.
