ABOUT THE BRANCH

The Chief Financial Officer Branch (CFOB) provides high-quality and timely financial information to assist strategic decision making and drive improved organisational performance supporting the Department achieve its goals. CFOB develops and oversees execution of a clear, concise, and executable long-term financial strategy for the department.

The Branch consists of five sections:

* External Budgets
* Internal Budgets and Reporting
* Finance Business Partners
* Financial Accounting and Reporting, and
* Financial Governance and Operations
The key duties of the position include:

ABOUT THE OPPORTUNITY

As the Assistant Director, External Budgets you will support the Director in leading a small team and contribute to the strategic direction of the Department through the provision of financial and budgetary advice to senior managers and business areas. You will work closely with departmental and portfolio agency stakeholders to provide advice on new policy proposals, costings and other budget co-ordination requests, and deliver the Finance Portfolio Budget Papers.

Duties of the role include but are not limited to:

* Coordinating responses to Estimates Memoranda (EMs) and other Budget related requests from Finance or other agencies.
* Being a Central point of contact for engagement with the Agency Advise Unit (AAU)
* Collaborating with Finance Policy Teams, other CFO Branch teams and the AAU to develop robust and accurate costings.
* Collaborating with Finance Policy Teams, the AAU Executive, the Minister’s Office and other relevant parties to produce Budget related Cabinet Submissions, Ministerial Submissions in accordance with the BPORs and Cabinet processes.
* Maintaining thorough and easily extractable records/trackers and supporting documentation for past and prospective Budget related decisions and adjustments.
* Undertake work activities with an awareness of their possible impact on strategic, political or operational outcomes for the agency/program
* Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes
* Communicate and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment
* Consider and effectively manage competing priorities and strategic directions when achieving team planning and project outcomes in line with agency goals and objectives
* Mentoring and supervision of staff, and
* Undertake other tasks as directed.

Eligibility
* Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
* Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. All Finance staff are required to have a minimum baseline security clearance prior to commencement.
