Program Manager - Digital (Technology Enablement Program)

Purpose of the Role The Program Director – Digital (Technology Enablement Program) is responsible for leading a large-scale, complex technology transformation program that modernises clinical workflows, enhances digital capability, and supports the delivery of high-quality, patient-centred care across Gold Coast Health. This role oversees the strategic planning, execution, governance and benefits realisation of a health technology program involving clinical workflow digitisation, systems integration, real‑time data enablement, and operational transformation.

Reporting into the Digital Delivery leadership team within the Digital Transformation and Research (DTR) Division, the Program Director ensures that the program meets organisational priorities, aligns with digital strategy, and delivers sustainable improvement across the service. The position requires extensive experience in digital transformation leadership, health ICT program delivery, and the ability to partner effectively with clinical, operational, executive and technical stakeholders within a complex health environment.


Key Duties and Accountabilities:

* Provide expert and timely advice to the Senior Director Digital Project Delivery, executive and senior management, external agencies and other stakeholders on large-scale, high-profile and complex digital projects, including strategies to ensure the successful design and delivery of initiatives.
* Lead a diverse and multi-disciplinary team in the delivery of change management, project management and project delivery services for large-scale, high-profile and complex digital projects, providing influential advice, communication and engagement, capacity/capability building and resource allocation to manage the delivery of service improvements.
* Lead the development of complex project business cases, procurement plans, project plans, financial plans, progress reports and closure reports to ensure all stakeholders are fully briefed on project objectives, milestones and impacts, tasks and progress, including the identification, assessment, mitigation and escalation of risks and issues.
* Engage and collaborate with stakeholders to manage the definition, documentation and evaluation of large-scale, high-profile and complex digital projects, including supplier management, benefits realisation and risk and issue management to ensure quality project outcomes are delivered.
* Lead complex project planning and the delivery of digital initiatives to achieve effective, efficient and sustainable outcomes for our patients, services and systems, including the continuous development and redesigning of digital project delivery services through reflection and analysis of key learnings and feedback.
* Lead the project direction and management of nominated large-scale, high-profile and complex digital initiatives to ensure the achievement of outcomes within time, cost, quality, scope and risk tolerances with particular emphasis on meeting organisational requirements and identified benefits.
* Lead the development and maintenance of policies, systems and procedures to ensure effective and efficient processes are in place to manage the documenting, implementing, and evaluating of large-scale, high-profile and complex digital projects delivered by Transformation Delivery.
* Liaise and negotiate with a broad range of internal and external stakeholders in the planning and implementation of digital initiatives, managing communication and engagement, managing conflicting priorities within tight timeframes, resolving issues and ensuring cost-effective outcomes are achieved within a constantly changing business environment.
* Develop and maintain influential and consultative relationships and networks with executive and senior management within the HHS, the broader Queensland Health (e.g., eHealth Queensland, Clinical Excellence Queensland, other HHSs), other government agencies, consumers, private sector, primary care and industry to maximise opportunities through collaboration.
* Build the capacity and self-sustaining capability of our staff through skill development, coaching and mentoring on the use of appropriate techniques, methodologies and tools to deliver large-scale, high-profile and complex digital projects.
* Follow policies, procedures and instructions relating to work health and safety that are relevant to the work being undertaken to ensure high quality and safe services in the workplace.
* Take reasonable care for your own health, safety and wellbeing and take reasonable care to ensure that your acts or omissions do not adversely affect the health, safety and wellbeing of others.
* Employees who are appointed to the GCHHS are accountable for information security, management and appropriate use, in accordance with legislation, standards, policies and procedures.
* Comply with reasonable instructions that are provided for the safety of you and others at the workplace.
* As far as reasonably practicable, ensure risks to the health and safety of your workers are eliminated by providing a safe work environment and appropriate safe equipment. Ensure you report and investigate any work-related incidents within your area of control.
* Provide training, instruction and equipment necessary for others to undertake their role safely, and ensure workers understand their responsibilities under the WHS policy, procedures and instructions. Monitor the health and wellness of your workers to ensure they are not being adversely affected by conducting their work.
* Ensure safe work practices, procedures and controls are in place that are specific to the hazards in your area of control that either meet or exceed requirements set out in the work health and safety legislation and relevant codes of practice.


Mandatory Qualifications / Professional Registration / Other Requirements

While not mandatory, the following would be well regarded:

1. Training or certification in program/project management (e.g., MSP, PRINCE2, PMBOK, Agile)
2. Proven leadership experience delivering large-scale digital or ICT transformation programs in complex environments, ideally within the health sector
* It is a condition of employment in this role for new employees to GCHHS to undertake a tuberculosis screening, to identify if the tuberculosis vaccination may be required in accordance with the Queensland Health Protocol.

Casual Loading

Please note for all Australian based contract and temporary roles only, the pay rate is inclusive of mandatory 25% casual loading. This excludes permanent and fixed term roles.
