Primary objective
To lead and supervise a team of applications officers in the work unit and provide support to the Director, Crime Victims Services
Unit.

Context statement
The position involves leading, supervising and supporting a team of applications officers assisting victims of violent crime with
applications for assistance under the Victims of Crime Assistance Act 2006. The team works within the legislative framework and
consults with a range of legal, medical, law enforcement, court, correctional and social service organisations and agencies, as well
as the victim or their representative. In addition to supervising the team, the Assistant Director will be expected to maintain a small
file load of more complex matters and assist the Director on a range of matters.

Key duties and responsibilities
1. Lead and supervise the team of applications officers.
2. Lead the development, implementation and maintenance of policies, procedures, forms, templates, systems and practices of

the Crime Victims Services Unit particularly relating to the victims financial assistance scheme.
3. Manage complex and highly sensitive cases, by overseeing the gathering of information and arrangement of medico-legal

assessments, and by investigating a variety of records from police, medical providers, employers and other services.
4. Play a key role in the leadership, development, cross-agency coordination and implementation of policy initiatives.
5. Develop and maintain effective cooperative partnerships and strategic alliances with colleagues and other stakeholders.
6. Prepare and review high level reports, briefings and correspondence, including Ministerial, LA Briefings and Cabinet

Submissions, as required, and take responsibility for the content and presentation of formal documentation produced personally
and by supervised staff.

7. Provide management support to the Director, including assisting with managing the grants program and applications for reviews
to the NT Civil and Administrative Tribunal, and, under statutory delegation, approving immediate and late applications.

Selection criteria
Essential
1. Demonstrated experience in the interpretation and application of complex legislation.
2. Demonstrated high-level experience in the supervision of staff.
3. Demonstrated high-level experience in client or case management, preferably in the legal or social services sector.
4. Highly developed oral and written communication skills to interact effectively with a wide range of victims of violent crime and

other stakeholders, including support groups, service providers and other Government agencies.
5. Well-developed ability to plan, program and coordinate workloads with changing priorities, with high-level problem-solving

skills and ability to use initiative.
6. Well-developed cross-cultural awareness and the ability to relate appropriately to people from a wide range of socioeconomic

backgrounds from urban, rural and remote areas across the Northern Territory.
7. Demonstrated ability in administration and file management, together with the use of associated computer programs.
8. Demonstrated high-level experience and knowledge of financial management practices and processes, and of project and grant

program development and implementation in a public or private sector environment.

Desirable
1. Tertiary qualification in public or social policy, community development, law or other relevant discipline.
2. In-depth knowledge of the issues and challenges in providing assistance to victims of violent crime, together with the associated

legislation and policy frameworks.
