POSITION PURPOSE/OBJECTIVE
The position is responsible for the planning and delivery of a range of projects relating to
asset planning, asset management and the technical & operational support systems
associated with Natural Area assets and Natural Area Visitor Facilities infrastructure
assets across the Blue Mountains Local Government Area.
The position reports to the Coordinator Visitor Infrastructure but also supports officers in
the broader team and across the Branch in the management & delivery of the natural
area visitor facilities and natural area programs.

KEY RESPONSIBILITIES
Asset Management
* Conduct and complete cyclic asset inspection programs, infrastructure asset inspections
and data collection.
* Apply principles, standards and legislative requirements of asset management in a local
government environment.
* Develop strategies & recommendations for acquiring, improving, and monitoring the
quality, currency and integrity of asset data.
* Acquire asset data for built and natural assets using field-based techniques. Support the
maintenance and operation of associated data acquisition hardware, including
positioning receivers (such as GPS and GLONASS).
* Acquire and maintain expert user knowledge of the Council’s asset management and
asset information systems.
* Provide expert analysis, technical asset knowledge and expertise, and carry out
database queries. To produce standardized and special reports upon request on asset
information and to verify and improve data quality.
* Implement effective risk management through proactive identification, prioritisation,
treatment, monitoring and reporting of risks, linked with strategic planning, business
planning and the performance measurement process.
* Develop, introduce and maintain systems and processes to identify, record and analyse
risk and to ensure that Council minimises its exposure to all risk and meets its legal
obligations, policy objectives and ethical standards.
* Acquire, develop and maintain spatial information to support asset and risk management
initiatives using various software (MapInfo, Authority, Civica).
Technical & Operational
* To assist as required with the planning, development and delivery of natural area and
visitor facilities programs.
* To contribute to Council’s response during emergencies, including the protection, post
incident inspection and recovery of Council’s assets.
* Develop and deliver internal and external training programs and assist other staff to
undertake activities in natural areas or other works that deliver environmental outcomes.
* Contribute to the development or enhancement of Council’s information management
systems, associated hardware/software, corporate procedures and manuals.
* Contribute to statutory and strategic planning documentation, including plans, policy and
procedure, in support of asset and risk management planning.
* To prepare scope of works, request for quotes and supervise internal and external
contractors undertaking minor works such as natural asset restoration, bush
regeneration, visitor facilities asset management, signage development/installation. In
collaboration with and under direction from NAVF Coordinator as required.
* Acquire, develop and maintain walking track counter equipment and data to support
technical and operational requirements.
* Apply Work Health and Safety, EEO and Anti-Discrimination legislation, including a
demonstrated commitment to the application of safe work practices.
* Employees may be required to undertake duties within the limits of their skill,
competence and training, consistent with their band level, in any area of Council and at
times outside of normal working hours.

The person will communicate with a wide range of people in a variety of internal and
external settings, and requires well-developed interpersonal skills.
The person will receive, interpret, and act upon written and verbal information, and
provide a response in both written and verbal forms.
The position will provide specialist advice of both a verbal and written nature, on matters
relating to the specialist functions of the position.
JUDGEMENT & PROBLEM SOLVING
* Operates with some level of autonomy in fulfilling the asset management
responsibilities of the position.
* Strong technical focus requires the need to interpret and satisfy internal policy and
legislative requirements across a broad range of environmental disciplines and asset
types.
* Is required to provide a range of advice regarding identifying and communicating asset
condition and risk which necessitates sound judgement.
* Pre-empts potential problems and takes action to avoid them or minimise their impact
on the organisation or community safety.
* The role refers to supervisors on issues that are politically sensitive, legally complex,
require significant discussion and judgement, require financial expenditure beyond the
position’s delegation or results in significant change in the agreed work program.
AUTHORITY
The position will provide advice on accepted industry practices or experience within all
aspects of the area of control. The incumbent will make day to day decisions concerning
tasks and activities under the employees’ control, including:
* The position has delegated authority to execute statutory provisions under legislation
and regulation as delegated to the position by the CEO.
* Assist the NAVF Coordinator in the effective management of relevant budget focus
areas, including project manage & lead projects up to a value of $50,000.
* Authority to respond on behalf of the organization to internal or external
enquiries/complaints.
* Accountable for working conditions under the control of the position and for detecting
any unsafe or unhealthy conditions or behaviour and to take immediate steps to
investigate and rectify any risks to health, safety and welfare arising from any asset
under their management.
* Acts or omissions of the jobholder may affect other employees or members of the public.
The jobholder must ensure their works is consistent with regulatory requirements,
relevant standards, Council Policy and consistent with defined service levels.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
Essential
* Tertiary Qualification in environmental or recreation management, assets management
or similar, or equivalent significant work experience deemed by Council to be relevant
to the position.
* Demonstrated experience in assessing asset conditions, managing & interpreting asset
data. Demonstrated ability to analyse, research, present, interpret information and
data.
* Demonstrated experience in contributing to asset planning & asset management, in
particular built and/or natural.
* Demonstrated experience using Geographic Information Systems and database
software, such as MapInfo.
* Demonstrated experience in applying principles, standards and legislative
requirements of asset management in local government
* Demonstrated experience in the management of visitor or recreation facilities within a
natural environment.
* Demonstrated experience in project management, including procurement, contractor
and budget management.
* Understanding of risk management principles and frameworks.
* Demonstrated experience in the use of a range of computer software and applications
such as MS Word, Excel, Project
* A client focus showing demonstrated high level communication, report writing, and
conflict resolution skills.
* Demonstrated ability to work independently, with minimum supervision, when required.

* Current C driver’s license.
Desirable
* Experience in asset management administration in accordance with ISO 55000
Standards. Knowledge of Asset Management Systems for civil, recreation
infrastructure.
* Experience in the use of asset management software, in particular Civica, Technology
One.
* A broad knowledge of field data collection techniques using global positioning systems
as they related to infrastructure assets.
* Experience in the management and conservation of bushland, including weed control,
arboriculture and degraded lands restoration.
* Experience in the preparation, review and implementation of strategic planning
documents, including Asset Management Plans.
* Experience in emergency and bushfire management and/or response.
