The Adelaide North West Homelessness Alliance (ANWHA) is a collaborative partnership between seven for-purpose community organisations and the Department of Human Services (DHS), working collectively to deliver integrated homelessness services across the region.

Employed by the Alliances' lead Agency UnitingSA, The Alliance Senior Manager is responsible for leading the strategic positioning, performance strengthening, and collective alignment of the Alliance during a period of sector review and re-commissioning.
You will work closely with the Alliance Leadership Team (ALT), Alliance Management Team (AMT), and government stakeholders to:
* Translate review findings into strategic action
* Strengthen the Alliance's evidence base and performance narrative
* Align seven independent organisations around shared priorities
* Prepare the Alliance for future funding and commissioning processes
* Ensure the Alliance can clearly demonstrate impact, value, and system leadership
This is not a traditional operational management role. It is a strategic leadership position requiring strong diagnostic capability, political acuity, resilience, and the ability to influence across organisational boundaries without direct authority.
In this role, you will:
Strategic Alliance Leadership & Governance
* Lead a comprehensive assessment of Alliance performance, identifying strengths, impact evidence, capability gaps, and strategic risks that may influence future commissioning outcomes.
* Translate data, evaluations, and operational insights into a compelling, evidence-based narrative that clearly articulates the Alliance's value and impact.
* Provide coordinated leadership to execute decisions of the Alliance Leadership Team and maintain strategic momentum.
* Champion the ANWHA strategy across the North West Alliance, ensuring a clear line of sight between strategic intent, operational delivery, and long term impact.
Performance, Impact and Continuous Improvement
* Lead evaluation and learning processes that capture what has been achieved during the first Alliance period and identify areas requiring refinement.
* Strengthen high impact relationships with funders, Alliance partners, and PEAK bodies, ensuring coordinated advocacy.
* Strengthen consistency in outcome measurement, KPI tracking, and financial transparency across all partner organisations.
* Drive continuous improvement and innovation initiatives in partnership with the ALT and AMT, prioritising enhancements that will deliver measurable gains in client and system outcomes within the next year's strategic window.
* Work effectively across organisational boundaries, aligning expectations, resolving competing priorities, and securing mutually beneficial outcomes at a time where unified focus is critical.
Strategic Positioning & Influence
* Interpret and respond proactively to findings from the government review and broader sector reforms.
* Lead coordinated preparation for anticipated tender or recommissioning processes, ensuring the Alliance is strategically aligned and operationally ready.
* Facilitate opportunities to showcase and strengthen the Alliance's value proposition, including articulation of impact, integration benefits, cost‐effectiveness, and system leadership.
* Monitor policy shifts, commissioning signals, and funding model changes, anticipating risks and preparing strategic responses.
* Actively participate in sector committees and engage with Peak bodies to elevate the Alliance's profile and strengthen its positioning ahead of key decisions.
What you will need to be successful in the role:
* A degree or postgraduate qualification in a relevant field.
* Experience in leadership within a multi‐agency environment.
* Knowledge of collective impact, community mobilisation, and service integration.
* Strong commissioning and/or tender positioning experience within government‐funded environments.
* Advanced ability to analyse and translate data, evaluations, and performance evidence into strategic insight and compelling narratives.
* Strong skills in stakeholder engagement, facilitation, and influencing outcomes in complex, multi‐stakeholder environments. Experience in working with Aboriginal and culturally diverse communities.
* A current Working with Children Check, NDIS Worker Screening, National Police Clearance, and a full SA Driver's Licence.
