POSITION OBJECTIVE:
The Manufacturers Council of Papua New Guinea ("MCPNG" or "the Council") is a membership-based organisation representing and advancing the interests of diversified manufacturing businesses in Papua New Guinea. The Council works to foster a constructive and enabling policy environment by engaging with key stakeholders, including government and peak bodies, to support the growth and sustainability of the manufacturing sector.
MCPNG actively promotes locally manufactured products, including through the adoption and licensed use of the proprietary "PNG Made" intellectual property. The Council also encourages its members to comply with all relevant statutory and regulatory requirements and to uphold high standards of corporate citizenship within Papua New Guinea.
The Chief Executive Officer (CEO) reports primarily to the Chairman of the Board and, where appropriate, works under the guidance of other Board officeholders and Board committee members. The CEO is responsible for the overall effective management of the Council, and it is acknowledged that this role is critical to the success, reputation, and standing of MCPNG.
KEY RESPONSIBILITIES:
COMMITTEE/BOARD & SECRETARIAT MANAGEMENT
* Coordinate and manage all aspects of the MCPNG secretariat.
* Maintain and coordinate financial management protocols and internal controls for the day-to-day management of the Council, with the input of the Chairman and/or Treasurer where appropriate.
* Efficiently coordinate, facilitate, and manage the organisation's activities and operations.
* Coordinate the preparation of all reports to Board, including the monthly financials and ancillary reports as requested by the Board from time to time and organise regular Board and Annual General meetings.
* Make recommendations to the Board as required (or as opportunities arise). Analyse industry data, reports, etc and bring to the attention of the Board as relevant to the running of and interests of MCPNG and its members.
* Under the direction of the Treasurer, coordinate and prepare for the Council's annual statutory audits to the satisfaction of the external auditor.
* Provide leadership in the development of organisational objectives, mission, goals, plans, budgets and projects, under the direction of the Chairman/Board when appropriate. Identify potential new sources of revenue for the Council so long as.
* Enforce adherence by all staff to legal guidelines, statutory and regulatory requirements and internal policies.
MEMBERSHIP DEVELOPMENT, MANAGEMENT & COMMUNCATION
* Ensure the Council is consistently presented in a strong and positive manner to all stakeholders. Work to maintain, grow and develop MCPNG's membership base within the Council's By-Laws/Charter provisions.
* Foster good and proactive communications with the membership base to ensure members get value for their membership and can raise any issues that the Council may be able to assist them with. Identify and articulate the needs of members and all relevant stakeholders.
* Produce and circulate a regular newsletter from Council to members covering relevant and topical information, under the guidance of the Board from time to time.
* Promote and manage the proper licensing of the "PNG Made" and other intellectual property within the Council membership and elsewhere as appropriate and within the provisions of MCPNG's By-Laws/Charter provisions.
STAKEHOLDER ADVOCACY
* Provide leadership in the development of MCPNG policy objectives and goals.
* Formally represent the Council as required and always in its best interests.
* Advocate for the Council's key policy and commercial positions with relevant government departments, ministers, secretaries and other officials as well as other key agencies of the State such as Treasury, Ports PNG, NAQIA, PNG Customs, IRC, ICCC, IPA and others.
* Represent and advocate for manufacturers' interests by actively engaging with policymakers, including Government, peak bodies, and other stakeholders, to influence regulatory frameworks, policy development, and infrastructure initiatives.
* Lobby Government agencies and essential service providers to advance manufacturers' interests, with a focus on improving competitiveness, operational efficiency, and cost outcomes.
* Develop appropriate information, public relations and communication methodologies (e.g. newsletters, media releases, website, social media, etc).
* Establish and maintain good consultative networks and relationships with other industry peak bodies, chambers of commerce and councils and where appropriate and in the Council's interest, to coordinate policy development and advocacy initiatives in conjunction with them.
* Make recommendations to the Board as required (or as opportunities arise).
JOB PROFILE & ROSTER
This is a full-time, hands-on role that reports directly to the MCPNG Board of Directors. Expected working hours are from 8:00 AM to 5:00 PM Monday to Friday, with Saturdays from 8:00 AM to 12:00 PM. However, as a salaried employee, and CEO, there are no fixed time limits on the required duties.
1. Advocacy, Policy & Regulatory Outcomes
* Prepare and submit an annual formal policy position paper to Treasury outlining MCPNG's recommendations on tariffs, duties, and related fiscal measures, by an agreed annual deadline.
* Proactively represent and advocate for manufacturers' interests with Government, essential service providers, and infrastructure operators, ensuring that manufacturing priorities are protected or advanced across policy, regulatory, and legislative frameworks.
* Demonstrate measurable progress on at least 3–5 priority policy initiatives per year, as endorsed by the Board.
* Maintain regular engagement with key policymakers and stakeholders, evidenced by meetings, submissions, or consultations, with quarterly reporting to the Board.
