About the position
The Asset Manager – Roads & Drainage provides high quality technical leadership in the construction and maintenance of Council's roads, drainage, and associated infrastructure, ensuring Council's asset management and engineering standards for roads and drainage assets are professionally managed for long-term sustainability within Council's budget and timeframes. The Asset Manager – Roads and Drainage contributes significantly to the overall effectiveness of Council by coordinating Council's asset registry for Roads & Drainage, including the management of inspection programs, investigations, condition assessment analysis, ensuring registers are current, planning and reporting, including developing and delivering annual and long term works programs.
Key Responsibilities
* Provide best practice asset management of roads and drainage assets, including bridges, flood levees, pathways, and associated infrastructure maintaining accurate data on assets and condition, forecasting, informing asset management plans, and complying with all relevant legislation, standards, codes of practice, and guidelines.
* Develop reports to Council on forward recurrent and non-recurrent capital works programs for renewal and new assets on an annual (Operational Plan) basis. Reports will inform forward capital works programs for a four-year (Delivery Plan), and ten year (Community Strategic Plan) Integrated Planning & Reporting cycle contributing to annual budgets, Long-term Financial Plan, and relevant asset management plans and programs.
* Deliver Council's adopted and budgeted capital works program to a best practice professional project management standards. Identify and report in advance circumstances which may cause variances in cost, scope, and schedule from approved budgets and programs, providing recommendations.
* Provide professional advice to third parties such as developers and internal stakeholders for road and drainage related infrastructure requirements associated with development, S138 of the Roads Act Permits, and ensure work is constructed to adopted standards and suitably handed over for acceptance into Council's asset system.

About you
* A Degree in Civil Engineering suitable to gain Professional Engineer Member status of the Institution of Engineers (Aust.) with experience in roads, drainage assets, and associated infrastructure.
* Demonstrated ability to manage staff, including leadership, delegation, mediation, negotiation, coaching, motivation, and performance reviews.
* Demonstrated ability to plan, prepare and manage budgets.
* Demonstrated experience in asset management and provision of technical services, including experience in the area of asset management systems and infrastructure risk management systems.
* Demonstrated experience in project management, including budget and resources management to achieve agreed targets and timeframes.
* Working knowledge of applicable legislation, for example, the Local Government Act, the Roads Act, the Protection of the Environment Operations Act, etc.

* Salary from $105,782 to $118,849 per year (depending on qualifications, skills and experience) plus 12% superannuation, plus 3.5% Civil Liability Allowance
