Our programs include the ANZAC and Hunter Class frigates and air defence applications for Army and Air Force, and Range applications. Through our longstanding and ongoing collaboration with Defence, CEA Technologies has undertaken research and development into all aspects of active electronically scanned array technologies. This has resulted in the creation of a highly modular and scalable product suite, which have become integral to a wide range of critical Defence capabilities.

The Position

The Talent Acquisition Manager provides operational leadership and oversight of CEA’s talent acquisition function, ensuring the efficient delivery of all recruitment activities ranging from high volume early careers pipelines to complex engineering recruitment.

Reporting to the Senior People and Culture Manager, the role maintains an internal advisory model committed to merit based, transparent and diverse hiring practices while designing and implementing a compliant recruitment methodology aligned with Fair Work, National Employment Standards and the Australian Standard for Workforce Screening.

By fostering strong partnerships with department heads and business areas, the Manager delivers an agile, innovative and cost effective service that manages the full lifecycle from strategic workforce planning and job postings to pre-boarding, while leading a collaborative team to achieve financial and strategic targets.

Key Responsibilities:

Stakeholder Partnership and Employer Branding:

• Partner with department heads, hiring managers and business leaders to provide expert advice on recruitment, market conditions, remuneration mapping and candidate availability.

• Manage and oversee relationships and expenditure with external recruitment agencies and third party suppliers, ensuring performance, cost control and minimal reliance on external providers where possible.

• Collaborate with other People and Culture Managers to strategically plan and execute initiatives and strategies that promote the CEA brand as an Employer of Choice.

Operational Leadership and Recruitment Management:

• Provide day-to-day coordination of the Talent Acquisition team, allocating job requisitions and monitoring capacity to ensure sustainable workload distribution and high-performance standards.

• Oversee the implementation of a streamlined and efficient recruitment process for all vacancies, from initial search and job posting to professional interviewing and comprehensive pre-employment verification in alignment with the Australian Standard for Workforce Screening (100-point checks, security, and referee checks).

• Oversee and lead significant annual pipelines, including Apprenticeship and Engineering Work Experience (E-WEX) programs, managing everything from campaign planning and sequencing to overseeing applications, assessment design and panel preparations to stakeholder coordination with Engineering leaders and stakeholders.

Governance, Quality & Compliance

• Ensure that all recruitment activities comply with merit-based principles, Fair Work, DISP and National Employment Standards, ensuring the integrity and defensibility of selection decisions.

• Maintain quality assurance across advertising, shortlisting, interview processes and selection documentation.

Data Insights and Reporting:

• Track and analyse key recruitment data, including time to hire, cost per hire and offer acceptance rates to drive continuous improvement.

• Contribute high level data and insights for Board reporting and provide regular strategic updates to the CPO regarding talent pipelines, active recruitment processes and workforce risks.

Talent Management and Workforce Alignment:

• Ensure recruitment activity aligns with approved workforce planning priorities.

• Provide insights to the CPO on talent market conditions, pipeline risks and skill shortages.

• Identify opportunities to strengthen candidate experience and employer value proposition during bulk campaigns.

Organisational Culture and Development:

• Encourage workplace values and behaviours to foster an engaged, inclusive and high performing workforce:

• Mentor CEAs principles, values and expected behaviours across the company.

• Understand and promote future diversity and inclusion within CEA.

• Demonstrated experience leading recruitment functions in complex technical or engineering environments.

• Proven capability in high-volume recruitment and assessment centre delivery.

• Strong understanding of merit-based and compliant recruitment practices.

• Strong stakeholder management and influencing skills.

• Sound understanding of Australian employment legislation as it relates to recruitment.
