Job Overview
The National Payroll Manager assumes accountability and responsibility for the complete Payroll function for Australia and New Zealand by utilising knowledge, experience and analytical skills to lead and drive the Payroll Services team from both an operational and strategic standpoint. The role will drive continuous process improvement, automation and streamlining efforts to generate greater efficiencies, with a goal to become best in class payroll function globally. This role works closely with the business to ensure the Payroll function is meeting the changing demands of the business, involving a high level of forward planning to deliver payroll services without significant changes in team structure or incremental operational costs.
Responsibilities
* Manage and control all facets of the payroll function, including:
o Ensuring payrolls are run to schedule and completed in a timely/accurate manner
o Payroll tax (monthly and annual returns)
o Workers compensation (actuals and estimates)
o Termination and new starter calculations, redundancy estimates and actual calculations
o PAYG tax payments and STP compliance
o Superannuation and deduction payments (defined benefit and accumulation superannuation)
o Maintaining and reconciling leave balances
o Car deduction and allowance changes
o Bonus and incentive accrual/payments
o Monitoring all systems and procedures to ensure all employees are paid accurately and on time in accordance with company policies and audit requirements.
* Lead, control and provide guidance to others in the payroll accounting tasks of the department, ensuring all reporting deadlines are met. Processes include:
o All payroll general ledger postings and activities
o End‐of‐month reporting and analysis of payroll postings
o Leave write‐back and analysis
o Defined benefit superannuation journals and compliance with actuarial estimates
o Balance sheet reconciliations & analysis
o Budget estimates as per planning team requests
o Drive payroll‐related projects to re‐engineer processes and advance a best‐in‐class payroll function, engaging with senior stakeholders including HR, BIS and across the business
o Manage expatriate payroll related issues with respect to PAHNs, payroll adjustments/increases, costing issues, leave entitlements/reconciliations, bonuses and redundancy calculations, ensuring compliance with local and international tax laws
o Implement all collective agreement and focal point review updates, including bonus payments and expatriate compensation, ensuring compliance with local tax legislation and completeness of information.

* Develop, maintain and manage relationships with all external contacts through continuous superior customer service, controlling and managing working relationships within the business to build cross‐functional unity with stakeholders.
* Manage recruitment for the department, selecting employees with the right fit in addition to relevant payroll capabilities.
Compliance, Control and Communication
* Identify opportunities and gaps in current work practices; develop, test and implement improvements for effective compliance and corporate governance.
* Manage updates to software, testing and upgrading systems to ensure complete compliance with legislative requirements.
* Perform regular audits on system data and transactions to ensure compliance with current PAYG, payroll tax, workers compensation and superannuation legislation.
Responsibility for communication of payroll changes and/or updates to Payroll team and/or business as required
This role communicates changes and updates to payroll processes, systems and policies to the payroll team and broader business as needed.
Qualifications
* 5–10 years proven management experience in a large volume and complex payroll environment
* Experience using Affinity, Kronos (or similar time‐recording system), or SuccessFactors preferred
* Solid understanding of payroll accounting, end‐to‐end payroll processing and statutory and taxation requirements
* Team management/leadership skills
* Degree qualified (HR and/or accounting preferred)
* High attention to detail and time‐management skills, with the ability to work to unnegotiable deadlines
* Clear and exceptional communication (written and verbal) skills; expert level understanding of Microsoft Excel
* Demonstrated analytical/problem‐solving abilities
* Moderate exposure to payment of expatriates
Proven track record of process re‐engineering and improvement.
