Reporting to the Chief Growth Officer, this critical national role within The Disability Trust Group will drive strategic growth across our Employment Services, Mental Health Services and other community services portfolios, including Disability Services.
The Bid, Proposal and Pursuits Manager will identify, scope and pursue the right opportunities for the Group; build partnerships; lead complex end-to-end bid processes; and support successful implementation once contracts are secured.
With a national footprint and a growing pipeline across key national programs including Workforce Australia and Transition to Work, this position will play a central role in strengthening our competitive position, building bid capability and governance, and ensuring we pursue opportunities that are winnable and strategically aligned.
Location is flexible but proximity to key stakeholder locations including Melbourne and Geelong (VIC) or Wollongong (NSW) is preferred, with hybrid work arrangements available. Regular travel may be required to support teams and stakeholders across locations.
Responsibilities
* Proactively identify and scope new opportunities across Employment Services, Mental Health, Disability and other community programs.
* Analyse competitor activity, market intelligence and funding trends to assess strategic fit and win probability.
* Advise executives and operational leaders on viable, high-value opportunities.
* Establish and manage pursuit project plans for priority bids.
* Lead end-to-end development of complex tenders, grants and funding submissions, including Workforce Australia and Transition to Work bids.
* Coordinate subject matter experts and leaders across the Group to deliver compelling, evidence-based submissions.
* Drive disciplined bid governance processes, ensuring compliance, quality and adherence to timelines.
* Implement and maintain content management and proposal systems to improve efficiency and consistency.
* Build and strengthen relationships with external organisations, consortium partners and stakeholders ahead of formal market approaches.
* Support the development of partnership strategies that position the Group competitively for future tenders.
* Work collaboratively across the Trust Group to align messaging and capability narratives.
* Run complex bid projects autonomously, bringing structure, energy and momentum to cross‐functional teams.
* Support post-award contract implementation planning, recognising that delivery excellence begins at contract signature.
* Contribute to governance, quality assurance and project management frameworks that strengthen growth capability across the Group.
Qualifications
* Demonstrated success leading complex bids and grants within Employment Services, Mental Health, or broader community and social services (minimum 3+ years).
* Experience targeting or delivering Workforce Australia or similar Commonwealth-funded programs highly regarded.
* Strong complex project and program management capability, with the ability to manage multiple concurrent pursuits.
* Proven ability to scope opportunities, assess feasibility and develop pursuit strategies.
* Exceptional written communication and storytelling skills.
* Experience establishing or improving bid governance, quality frameworks and content management systems.
* Strong stakeholder engagement skills, with the ability to build trusted relationships internally and externally.
* High energy, initiative and the ability to bring people together around shared goals.
* Willingness to travel nationally to support teams where required.
* APMP training or certification and experience with AI‐enabled proposal tools will be highly regarded.
