Project Officer - Energy Efficiency - Internal - PKC£39,680 - £43,603Pullar House, 35 Kinnoull Street, Perth, PH1 5GDJob DescriptionBased within the Property, (Housing) Capital Projects and New Builds Team, a new opportunity has arisen for a Project Officer to support the Housing Service in meeting net zero targets set by the Scottish Government and priorities outlined by Perth & Kinross Council, including the Climate Change (Scotland) Act 2019, EESSH2, Housing to 2040, and the Heat in Buildings Strategy.
The role involves supporting the planning, implementation, and management of various projects to achieve these aims.The Project Officer will work under a Project Manager within a small team and will support activities such as:Programming work to ensure properties meet the EEESH2 standard by 2032, including refurbishment and regeneration options for hard-to-heat, end-of-life, and non-effective stock.Managing retrofit programmes for existing housing stock.Installing new technologies to enhance energy efficiency and promote behavioral changes among tenants.Completing funding bids and exploring other funding sources like HEEPS ABS, Warm Homes Fund, and Decarbonisation Fund for Social Housing.Participating in innovative projects, including Smart Cities Alliance and Local Heat and Energy Efficiency Strategy (LHEES).You will report to the Project Manager – Energy Efficiency and collaborate with colleagues across the Housing Service and external consultants to develop strategies and programmes aligned with climate obligations.Working hours are generally Monday to Friday, 8.45am to 5pm, with flexibility for evenings and weekends for meetings and surveys.
On-site presence is expected for at least 2 days per week, with arrangements for part-time staff to be discussed.
Reasonable adjustments can be considered upon request.RequirementsHND in a relevant building industry discipline or equivalent, with experience in building, construction, or housing projects.Ideally, a CIH Level 3 in Housing or equivalent.Awareness of CDM Regulations and willingness to undertake training as a Principal Designer.Strong project and programme management skills, proficient IT skills, and experience managing small-scale housing projects.Excellent communication skills for engaging with tenants, colleagues, and external partners.Adaptability, organization, and the ability to work independently and collaboratively.Empathy and sensitivity towards tenants and residents.Valid UK driving license for travel across Perth and Kinross.ResponsibilitiesSupporting the management of the Housing Capital Investment Programme to meet climate and energy efficiency targets.Developing projects to improve EPC ratings and achieve net zero emissions from heating by 2045.Preparing project briefs and supporting procurement processes.Managing on-site projects ensuring health and safety compliance.Engaging with tenants and stakeholders to develop and improve energy efficiency initiatives.Drafting reports and supporting performance management of projects.Additional InformationFor more details, contact Jim Griffin at ******.
