The Township

The Town of Walkerville is a small, dynamic and innovative Council, which serves a community of more than 8,000 residents in the Eastern metropolitan region. The Council is seeking an experienced, enthusiastic individual to join the team. We are looking for someone who is self-motivated, with a passion for delivering a high-level service to our internal and external stakeholders across Council.

The Position

We are looking for a dedicated professional to join our team as either a Governance Officer (Level 4-5) or a Senior Governance Officer (Level 5-6). The final classification and title will be determined based on the successful candidate's skills, qualifications, and depth of experience.

Reporting to the Group Manager Corporate Services (GMCS), the incumbent will be responsible for providing support and advice to the Council on governance matters, including corporate governance principles, risk management, and compliance. The incumbent will also assist in the development, implementation, and monitoring of governance policies and procedures; coordinate the activities of governance committees and subcommittees; prepare and distribute meeting materials and minutes for governance committees; track and report on governance performance indicators; and support the organisation's compliance with all applicable laws and regulations.

The ideal individual will be an exceptional team player and will have the ability to exercise good judgement in a variety of situations, with strong written and verbal communication, administrative and organisational skills; and the ability to maintain a balance among multiple competing priorities. The incumbent will need to have the ability to work independently and in collaboration with the Mayor, CEO and department managers.

In addition to the duties listed above, the incumbent will support the Corporate Services department across the organisation, providing assistance with a range of tasks including preparing and reviewing reports, conducting research, and developing and implementing new policies and procedures. The incumbent will also play a key role in supporting the department's risk management activities, including identifying, assessing, and mitigating risks to the organisation.

Key Responsibilities

* Prepare agenda's, attend and take minutes of Council and Committee meetings, which include Council, Audit & Risk Committee Meetings, Walkerville Community Committee, CEO Performance Review Committee, Sustainability Committee, Council and / or Committee Informal Gatherings.
* Review and ensure the effective implementation of Council's By-laws (on periodical basis) and Council's Delegations (on an annual basis).
* Maintain the various Governance 'Registers' as required by the Local Government Act 1999.
* Assist the GMCS in updating appropriate registers for public access, including the appropriate registers for delegations, interests, confidential meeting items as determined by the Local Government Act 1999.
* Ensure that Council's delegations framework is contemporary to the organisation's needs, is embedded and is monitored for organisational effectiveness.
* Assist with the management and implementation of internal and external compliance audits and ensure the enactment of appropriate corrective actions as required and reporting of the same.
* Responsible and accountable for adequately managing the official records created and received according to relevant legislation, policies and procedures.
* Maintain and manage an appropriate framework linking Council's statutory requirements and corporate policies and procedures to ensure accountability and transparency, legislative compliance and alignment with strategic direction.
* Manage the various governance systems required within Council's operations and provide advice and support to management to ensure compliance with legislation and regulations.

Experience/Qualifications

* Experienced in Local Government Governance;
* Experience with Microsoft Office Suite and Adobe Acrobat Pro;
* Experienced written and verbal communication skills;
* Driver's license or equivalent reliable transport method;
* Police clearance (ability to attain);
* Experience working in a compliance-driven organisation; and
* Possess sound knowledge of the Local Government Act.
