This position covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to all operational aspects of Flight Crew Licensing and Training, including Flight Simulators.
Overview
The Standards Officer SO (Flight Crew Licensing) is a professional role and operates under direct guidance from more experienced colleagues and a Section Manager and National Manager. The Senior Standards Officer SS0 (Flight Crew Licensing) is a professional and senior role and operates under general direction and guidance.
Responsibilities
- Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that support the preparation of policy proposals.
- Developing policy proposals relating to flight operations standards and regulatory change matters.
- Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses.
- Developing guidance documents that support stakeholders to interpret the intent of legal instruments with the support of the CASA Legal staff.
- Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility.
- Conducting assessments of regulated entity applications for approvals or exemptions specific to the requirements of Part 60, Part 61 and Part 141.
- Conducting routine operational standards tasks relating to recurrent qualification and surveillance of flight simulation training devices under Part 60.
- Identifying opportunities for continuous improvement, including developing pathways for assessing new technologies in training and flight simulation.
- Establishing and maintaining professional relationships with other aviation stakeholders related to Flight Crew Licensing and Training, including Flight Simulators.

- Demonstrated initiative, analysis, problem solving, judgement, and decision-making with technical knowledge on routine and unusual matters; ability to anticipate future consequences and plan long term.
- Ability to work under direct guidance from CASA in accordance with regulatory practices, operational needs and procedures.
- Stakeholder management skills with regulated entities on sensitive issues within constrained timelines.
- Foundational working knowledge of Australian aviation safety legislation and guidance materials.
- Operational experience in Flight Training and Flight Simulator Evaluations or national aviation authority management experience.
Ideal Candidate — SSO
- Experience leading regulatory and standards development activities or projects with multiple stakeholders, including understanding of government policies, funding arrangements, and economic impacts.
- Ability to exercise initiative, analysis, problem solving, judgement, and decision-making on complex matters, developing long-term plans to maximise opportunities and minimise risk.
- Work under guidance from CASA with established regulatory practices and delegations.
- Effective stakeholder management on sensitive issues within constrained time limits.
- Comprehensive knowledge of Australian aviation safety legislation and guidance, and familiarity with FAA, ICAO, and EASA where applicable.
- Operational management experience in Flight Training, Flight Simulator Evaluations or related management roles.
Qualifications and licenses
Mandatory for SO
- 8+ years’ experience in aviation roles pertinent to the operational, technical and management aspects of flight training and licensing, including flight simulation.
- Knowledge of flight operations and flight crew training and licensing regulations in Australia’s civil aviation legislation and regulatory applications.
- Hold or have held an Australian Commercial Pilot Licence or Australian ATPL with a Flight Instructor rating with Grade 1 training endorsement or type rating training endorsement.
Mandatory for SSO
- 8+ years’ experience in aviation roles pertinent to the operational, technical and management aspects of flight training and licensing, including flight simulation.
- High level understanding of flight operations and flight crew training and licensing regulations in Australia’s civil aviation legislation and regulatory applications.
- Hold or have held a Commercial Pilot Licence or Australian ATPL with a Flight Instructor rating and Grade 1 training endorsement or extensive training and checking experience.
Eligibility Requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply:
- Must be an Australian citizen with the ability to obtain and maintain the required level of security clearance as required.
- Undertake and pass a pre-employment alcohol and drug test as part of CASA’s Alcohol and Other Drugs Directive and Procedure.
