Broome State Emergency Service – Broome WA

The Broome SES provides a vital community service by responding to emergency situations like storms, cyclones, floods, land search and support to other emergency services. A volunteer management opportunity as Local Manager now exists, and we are seeking someone to lead the unit for a tenure period between twelve months and three years. The role of Local Manager is responsible to DFES for the efficient and effective management of the emergency service function of the Unit including all aspects of management, administration, training, and operations. The role works closely with a range of stakeholders including Local Government and other emergency management partners, requiring liaison and strong relationships to inform and deliver upon a variety of emergency management matters, this includes working with the DFES Regional Office on budgets and Local Government Grant Scheme applications. You will build and maintain a strong, resilient team to assist in the management and response of the unit. You will have the chance to influence the future direction of the State Emergency Service, through regular contact with the District Officer, and attendance to various working groups and forums. As the Local Manager for the Broome SES unit, you will be responsible for -

Management

* Manage the functions of the State Emergency Service Unit.
* Prepare the Unit Development plan, including personal development of members.
* Manage assets, financial, human, and technological resources of the Unit.
* Ensure Unit compliance with DFES Policies and Doctrine.
* Mentor members in other leadership roles and identifies succession planning opportunities.
* Examine opportunities for development of the Unit through innovation.
* Participate in regional management and development forums.

Operations

* Ensure the effective direction of Unit resources during operations.
* Inform the DFES COMCEN, Regional Duty Coordinator or the On-Call District Officer, as appropriate, of Unit activations and forwards Situation Reports as required.
* Ensures Incident Reports are completed / submitted.

Training

* Approve Unit Training Program.
* Approve Unit Exercise Schedule.

Emergency Management

* Participate as a member of the Local Emergency Management Committee (LEMC).
* Advise on Unit operational capability as a part of the planning process.
* Oversee community awareness and preparation for Hazard Management Agency roles and responsibilities.

Administration

* Ensure Non-Operational Activity Reports are completed and submitted.
* Forward a Unit quarterly report and an annual report to LG as required.
* Develop annual budget submission in consultation with LG and DO.
* Ensure preparation of annual stock take of all equipment & consumables.
* In conjunction with the District Officer conduct a stock take against the Unit asset register annually.
* Oversee Unit administration.

Time Required: The Unit trains every Monday evening and some weekends

Training: Mentoring and guidance will be provided by the DFES District Officer.
