Primary objective
Provide strategic business and financial management advice to the Director and staff on all corporate and travel matters and workforce development. This
includes implementing policies, streamlining processes to enhance business capabilities, coordinating with centralised service providers, and delivering high-
level reporting and analysis to support the efficient operation of the Legal Services and Strategic Policy Coordination.
Context statement
Legal Services and Policy Coordination provides a range of practice management and corporate services to the Legal Services Division and the Strategic
Policy Coordination Division including outsourcing legal work to private legal service providers.
Key duties and responsibilities
1. Oversee and manage financial, procurement, and human resource activities including records management, vehicle fleet, assets, Information
Technology, and recruitment ensuring efficient operations in these areas.
2. Provide best practice operational and policy advice on all corporate services, including financial management, budget development, corporate reporting,
and HR management.
3. Advise and train managers and staff on corporate support systems, policies, and procedures, including recruitment and workforce development.
4. Develop relationships with Legal Services and Strategic Policy Coordination Directors and stakeholders to facilitate corporate services and support
strategic objectives.
5. Assist Directors with recruitment processes by implementing effective procedures and providing necessary support.
6. Collaborate with the Legal Services and Strategic Policy Coordination team to identify service delivery gaps and implement improvements for
operational efficiency.
7. Ensure compliance with audit requirements and maintain departmental policies aligned with government regulations and best practice.
8. Supervise an administrative team, providing leadership, training, and performance management to enhance service delivery.
Selection criteria
Essential
1. Demonstrated ability to analyse and provide high level of advice of business operations, including finance, procurement, IT, and travel management, as
well as an understanding of relevant legislation and governance frameworks.
2. Demonstrated significant working knowledge and experience of public administration, corporate governance, and the frameworks guiding government
decision-making including policies, protocols, and legislation related to work health and safety, risk management, and information and records
management.
1. An understanding of the principles and processes involved in developing guidelines, policies, and procedures, along with change management
techniques.
1. Demonstrated extensive experience in management of a business support service delivery team, including management and coordination of staff and
resources.
1. Demonstrated extensive knowledge and experience of Human Resource functions including knowledge of contemporary best practice Human
Resource Management and understanding of current and emerging issues that may impact on recruitment.
1. Excellent appreciation of corporate customer service quality standards and a commitment to continuous improvement.
2. Working knowledge of Microsoft Office software, including Word, Outlook, and Excel, as well as data collection tools for analysis and reporting.
3. Working knowledge of the NT Public Sector Employment and Management Act, Financial Management Act and the Procurement Act and their subordinate
legislation or the ability to quickly acquire and apply this knowledge.
Desirable
1. Demonstrated knowledge of travel procedures and the ability to interpret legislation and apply the NTG Travel Policy Framework to travel requests.
2. Knowledge of the role and responsibility of Legal Services and Strategic Policy Coordination or the ability to quickly acquire this.
