PRIMARY OBJECTIVES OF THE POSITION

The purpose of this role is to provide:

•Assist and support Aboriginal and Torres Strait islander people within the Southwest region to access public, community and private housing.

•Where required, undertake generalist administrative duties to the housing officer.

DUTIES & RESPONSIBILITIES

Tenancies

Provide high quality tenancy management by:

•Providing client focused assistance to Indigenous families and individuals at risk of housing break down from public, community housing, Aboriginal housing and Gunditjmara properties.

•Develop a support plan in collaboration with each client.

•Provide information on client’s rights and responsibilities.

•Provide referrals to the following services: financial counselling, rough sleeping, legal services, health and wellbeing, cultural support services, parenting support and other services that will assist at risk tenants to address issues contributing to their risk of homelessness.

•Advocate and support tenants in housing who are unable to advocate for themselves and require assistance with disputes over maintenance, complaints appeals and assistance with VCAT.

•Coordinating financial and administrative tasks to GAC standards, such as reporting, complaints, compliance, quality, and accountability requirements.

•Maintaining accurate property and tenancy data in all required systems.

•As required, assist with application before the Victorian Civil and Administrative Tribunal (Residential Tenancies List).

•Providing information and advice to tenants to assist in the sustainability of the tenancy.

•Ensuring fair and transparent property allocation processes.

•Work closely with government departments, clients, support agencies and GAC staff.

Administration

•Maintain records and accurate case notes

•Prepare service reports as required

•Collect and submit client data through specialist homelessness information platform (SHIP)

•Attend rough sleeping meetings in partnership with Brophy once a week

•Liaise with the regional housing officer

•Liaise with salvation army, Brophy and other key stake holders

Qualifications, Knowledge, Skills and ExperienceEssential

•Demonstrated knowledge and understanding of the Housing Act (Victoria).

•Previous experience working with residential tenancies.

•Awareness of and sensitivity to the needs of people who are in housing crisis and/or have special needs/disabilities and thorough understanding of local Aboriginal issues, including social and historical context.

•Qualifications in administration or highly experienced.

•Excellent interpersonal and communication skills across all ages and social groups.

•High level customer service skills.

•Highly organized, able to prioritize work, and manage time effectively.

•Ability to maintain confidentiality and privacy of all GAC information.

•Resilient, able to deal with difficult clients.

•Ability to work independently and as part of a multidisciplinary team.

•Demonstrated ability in the use of the main Microsoft Office software, including MS Word, etc.

•Current valid Victorian driver’s licence.

Desirable

•Identify as being of Aboriginal or Torres Strait Islander heritage.

Communication skills

•Able to communicate with clients, management, and employees in an effective manner.

•Ability to act cooperatively, reasonably and in a friendly manner to promote workplace harmony and team effectiveness.

•Write reports and correspondence in field of expertise.

Specific Conditions/Restrictions

•Must comply with reference and qualification checks prior to employment (and present originals of qualification updates for copying and updating of training registers).

•Must be physically and mentally capable of carrying out duties of the position.

•Must comply with GAC’s Employee Immunisation policy.

•Able to pass and maintain:

oA National Police check (at the organisation’s expense).

oA Victorian Employee Working with Children Check (at the organisation’s expense).

oOther probity checks as may be mandated from time-to-time.

oCurrent Victorian Driver’s License.

•This role may require some out-of-hours’ work.
