Position

POSITION SUMMARY

The NDIS Aboriginal Access & Community Linkage Worker (HACC) provides assistance to Aboriginal and/or Torres Strait Islander community members of all ages who require help accessing the NDIS. The role also supports community members under 45 by linking them to appropriate local supports, especially Aboriginal services across all MDAS sites.

Key Performance Indicators (KPI's)

1. Community Engagement and Direct Support

* Facilitate local co‐production activities and develop tools/resources to strengthen access to the NDIS or refer community members under 45 to local support services.
* Provide direct support and secondary consults for individuals seeking NDIS access.
* Participate in co‐production working groups, including individuals with lived experience and service providers with cultural knowledge.
* Submit monthly progress reporting to the steering group.
* Oversee development and implementation of the community toolkit and written report.
* Coordinate reporting on project activity, program impact and effectiveness.
* Collaborate with stakeholders on service evaluation.
* Ensure materials meet Aboriginal community needs.
* Produce resources supporting effective and sustainable project delivery.
* Participate in or lead consultations/workshops for project evaluation.

2. Consumer and Carer Participation

* Engage participants in the planning, delivery, development, monitoring, and evaluation of NDIS services with their care team and support networks.
* Review service delivery regularly to ensure alignment with individual needs.
* Provide culturally competent services for participants and families.

3. Relationship Management

* Foster and maintain relationships with partner agencies to benefit clients and MDAS.
* Attend relevant meetings, forums, and education programs to ensure best practice.
* Work collaboratively with internal teams to streamline intake, assessment, and referrals.

4. Corporate Responsibilities

* Support values that respect Aboriginal culture and connection to Country.
* Comply with Quality, Risk, OH&S laws, standards, and policies; engage in training and improvements.
* Actively monitor and enhance the quality and safety of services.
* Assist with internal and external audit processes.

5. Administration

* Meet all operational and administrative requirements, including case notes, assessments, data entry, reporting, and record maintenance.
* Maintain safe work practices and a healthy environment as per OH&S standards.
* Ensure compliance with MDAS policies, legislation, and accreditation standards.

6. Organisational

* Participate in service review and development, including audits, ensuring:
o Programs reflect MDAS values
o Community needs inform service design
o Quality systems support improved program delivery

7. Team Effectiveness

* Build effective relationships with partner organisations.
* Work collaboratively, sharing knowledge and supporting colleagues.
* Support a culture of shared accountability.
* Cooperate with team members to ensure continuity of care.
* Participate in team meetings, planning sessions, PDR supervision and staff development.

8. Stakeholder Engagement

* Promote programs and build strong linkages with Aboriginal and Torres Strait Islander agencies, mainstream services, and consortium partners.
* Participate in relevant network meetings.
* Ensure promotion materials are shared within the community.
* Support development of community resources and training packages.
* Assist in community education around accessing and understanding the NDIS.
* Represent MDAS in various settings to raise awareness of mental health and promote services.
* Maintain engagement with consortium members and VACCHO.

Key Selection Criteria

Community

* Experience in human services or related sectors, including individual and community development.
* Experience working with Aboriginal and/or Torres Strait Islander communities.
* Experience within the Mental Health sector or a community-based organisation.
* Experience delivering community development, education, and capacity‐building initiatives, particularly with Indigenous children, families, and communities.

Stakeholder

* Ability to facilitate community stakeholder involvement in service design, planning, delivery, and evaluation.
* Experience consulting and collaborating with communities and other stakeholders.

Verbal & Written

* Highly developed communication skills, including the ability to produce accurate, detailed reports aligned with KPI requirements.

Knowledge

* Understanding and commitment to Aboriginal health and wellbeing.
* Knowledge of recovery or strengths-based principles.
* Knowledge of the NDIS and related frameworks.

Respect Cultural Diversity

* Ability to provide inclusive services for Aboriginal people and willingness to learn about diverse cultures to improve relationships and service quality.

Qualifications

* Certificate IV or above in social science or a related discipline.
* NDIS Worker Orientation Module Certificate, or willingness to obtain within 12 months.

Other Screening Requirements

* Valid Australian Driver's Licence.
* Current Employee Working with Children Check.
* National Police Check.
* COVID‐19 vaccination (including booster) or valid medical exemption.
* Disability Worker Exclusion Scheme clearance.
* Certificate of Aboriginality (if applicable).
* Proof of qualifications.
