An executive leadership opportunity to lead Queensland's most significant health infrastructure investment.
The role
The Executive Director, Commercial and Operations leads the commercial and operational functions that underpin the delivery of Queensland's Health infrastructure program. The role is responsible for ensuring procurement, contracting, financial management and operational activities are delivered with strong commercial discipline, achieving value for money and protecting government investment across a multi‐billion‐dollar capital portfolio.
Working across Health Infrastructure Queensland, the role leads strategic negotiation and contract management activities, including complex land acquisitions and high‐value lease agreements, leveraging government authority to safeguard financial and operational outcomes. The Executive Director oversees supplier performance and program financial operations to ensure effective cash flow management and timely invoice payment.
The role establishes and enforces robust governance, risk and compliance frameworks, including capital management and gateway processes, to support transparent and accountable project delivery. It also administers infrastructure maintenance funding programs, ensuring investment is allocated and spent effectively by Hospital and Health Services in accordance with regulatory requirements.
Leading a large multidisciplinary team, the Executive Director drives operational efficiency, capability uplift and a culture of commercial excellence. The role provides high‐level commercial advice to executive leadership and external stakeholders, drives rigorous contract and claims management, and delivers procurement economies of scale to achieve competitive construction costs aligned with industry benchmarks.
Reporting to the Deputy Director‐General, Health Infrastructure Queensland, the role contributes to delivery of the $18.5 billion Hospital Rescue Plan.
The successful person
You will be a highly accomplished senior leader with demonstrated experience leading commercial, financial or operational functions within large‐scale infrastructure or complex service delivery environments. You will have a proven ability to set strategic direction, lead multidisciplinary teams and embed disciplined commercial practices that deliver value for money and protect public investment.
You will bring exceptional negotiation, communication and stakeholder engagement skills, with the capacity to operate effectively in politically sensitive and high‐risk environments. You will demonstrate strong capability in governance, risk management and compliance, including applying complex statutory and policy frameworks within devolved and whole‐of‐government systems.
