Environmental Regulatory Coordinator – Resource Recovery & IBAA Compliance

As part of our continued growth and commitment to environmental leadership, we are seeking a highly capable and degree-qualified environmental professional to lead the regulatory approval, compliance, and market acceptance activities associated with IBAA and emerging resource recovery products across Western Australia, with future expansion nationally.

This is a specialist role requiring demonstrated experience successfully bringing new waste-derived or resource recovery products through the Western Australian regulatory approval process, including direct engagement with the Department of Water and Environmental Regulation (DWER).

The successful candidate will play a critical role in supporting Blue Phoenix Australia’s strategic growth by managing environmental approvals, technical compliance programs, stakeholder engagement, product stewardship, and regulatory pathways associated with the beneficial reuse of industrial by-products and alternative construction materials.

About the Role

Reporting directly to the Managing Director, the Environmental Regulatory Coordinator will take ownership of all environmental and regulatory activities relating to IBAA classification, testing, approvals, reuse pathways, environmental monitoring, and ongoing compliance obligations.

The role will initially focus on establishing and managing regulatory and environmental compliance frameworks within Western Australia before expanding to support Blue Phoenix Australia’s operations and regulatory engagement across other Australian states and territories.

This role requires a commercially aware environmental professional with strong technical capability and proven experience navigating complex regulatory frameworks to achieve practical project and product outcomes. The position offers significant autonomy and the opportunity to work closely with executive leadership on strategic environmental and regulatory initiatives critical to the future growth of the business.

Key Responsibilities

* Lead all DWER engagement and regulatory coordination associated with IBAA and resource recovery products

* Support the future expansion of regulatory approval pathways into additional Australian jurisdictions

* Manage approval pathways for new waste-derived products and beneficial reuse applications

* Coordinate environmental compliance programs including sampling, testing, reporting, and auditing

* Oversee leachability assessments, contaminant characterisation, and environmental risk evaluations

* Liaise with regulators, laboratories, consultants, contractors, and industry stakeholders

* Prepare technical documentation, approval submissions, environmental reports, and compliance registers

* Ensure compliance with waste classification, transport, storage, reuse, and environmental protection requirements

* Support development of product specifications and market acceptance frameworks

* Monitor legislative changes and emerging regulatory requirements across Australian jurisdictions

* Assist with development and implementation of environmental management systems and operational procedures

Essential Experience & Qualifications

* Degree qualification in Environmental Science, Environmental Engineering, Chemistry, Waste Management, or related discipline

* Proven experience working with DWER and successfully progressing new products, waste-derived materials, or resource recovery initiatives through regulatory approval pathways

* Strong understanding of WA environmental legislation, waste classification, and resource recovery frameworks

* Demonstrated experience in environmental compliance, approvals, and regulator engagement

* Experience managing environmental sampling and laboratory testing programs

* Knowledge of contaminated materials, industrial by-products, or alternative aggregate products

* Strong technical report writing and stakeholder management capability

* Ability to operate independently within a technically complex and highly regulated environment

Highly Regarded

* Experience within waste-to-energy, mining, quarrying, infrastructure materials, or industrial waste sectors

* Knowledge of leachability testing, heavy metal mobility, and long-term environmental risk assessment

* Experience with EPA approvals, landfill classifications, or contaminated sites regulation

* Familiarity with ISO 14001 environmental management systems

* Existing relationships within WA regulatory and resource recovery sectors

* Exposure to multi-jurisdictional environmental approval processes across Australia
