Osborne Richardson has teamed up with Blacktown City Council to find a sharp Technical Project Manager for their City Fleet team. Based at the Rooty Hill depot and reporting to the Manager City Fleet, this is a meaty contract role spanning fleet engineering, innovation, sustainability, and digital transformation — right across one of NSW's largest metro councils. If you know your way around heavy vehicle compliance, asset lifecycle management and EV transition programs, and you can run complex projects end-to-end, bring your A game. What you'll be doing: Leading planning, procurement and delivery of complex fleet and plant projects — refuse/civil fleet replacement, EV/hydrogen trials, charging infrastructure and workshop digitalisation Establishing project governance frameworks — charters, business cases, RAID logs, stage gates, monthly reporting Translating operational needs into technical specifications for heavy vehicles and plant (side-loaders, RCVs, sweepers, civil plant) Applying ISO 55000 asset strategies and life-cycle costing to optimise TCO and uptime Ensuring compliance with HVNL/NHVR Chain of Responsibility and safe-design requirements Owning the telematics/IoT roadmap and driving workshop digitalisation (EAM/CMMS, electronic job cards) Leading end-to-end procurement under the NSW Local Government Act and Tendering Guidelines Engaging a broad stakeholder group including City Clean, Finance, Sustainability, ICT and Executive What you'll bring: Degree in Engineering (Mechanical/Mechatronics/Automotive/Electrical), Project Management or equivalent experience Proven delivery of multi-million-dollar fleet, plant or infrastructure projects in a safety-critical environment Strong knowledge of HVNL/NHVR CoR, PBS/ADR standards and safe-design principles for heavy vehicles Demonstrated expertise in NSW Local Government procurement including technical specs and evaluation frameworks Competence in asset management, life-cycle costing (ISO 55000) and quality/WHS/environmental standards Advanced data literacy — telematics/IoT, analytics, dashboards and enterprise system integration Excellent communication skills with the ability to brief executives and train operational teams What's on offer: Location: Blacktown City Council, Rooty Hill depot Contract: Initial contract term up to the end of 2026, likely beyond Rate: $550/day Super (38 hour week) Give Owen Millar a shout on 0414 706 605 or email Owen@oraus.com.au Always happy to chat.
