Salary range: $149,739-173,174 + superannuation and leave loading
Duration: permanent role, ongoing
Location: Hybrid with an in-office requirement on Tuesday's and Thursdays in Sydney, McKell. This may be subject to change in line with DCS workplace policies
Lead the cyber security governance that underpins NSW's public safety communications—shaping risk, compliance and confidence for the systems that keep people and places safe.
An exciting ongoing opportunity has arisen for a Manager Cyber Security – Governance Risk & compliance to join the NSW Telco Authority, a rapidly growing agency within the Department of Customer Service.
The successful candidate will be a strategic, resilient leader who will lead cyber security governance, risk and compliance across NSW Telco Authority—strengthening regulatory compliance, risk management and stakeholder confidence.

This role sits within the Cyber Security Governance team in the NSW Telco Authority.

In this role you will
* Shape and uplift cyber security GRC frameworks and ways of working across NSW Telco Authority.
* Drive a risk-based approach to identifying, assessing and treating cyber security risks, tracking remediation to closure.
* Coordinate audit, assurance and compliance activities and translate findings into practical improvement actions.
* Partner with leaders and teams to embed fit-for-purpose controls and clear accountability.
* Provide clear, confident advice and reporting to support decisions and strengthen stakeholder assurance.

To be successful in this role you will demonstrate:
* Demonstrated experience leading cyber security governance, risk and compliance (GRC) in a complex environment.
* Strong knowledge of cyber risk management, control frameworks and compliance obligations, with a practical, risk-based mindset.
* Proven ability to plan and deliver assurance activities (e.g., audits, reviews, control testing) and drive remediation outcomes.
* Experience developing and improving policies, standards, processes and reporting that lift cyber maturity.
* Exceptional stakeholder engagement skills—able to influence, negotiate and build effective partnerships across business and technical teams.
* High-quality written and verbal communication skills, including the ability to brief senior leaders and produce clear, actionable documentation.
* A collaborative leadership style with strong delivery discipline, curiosity and commitment to continuous improvement.
Mandatory requirements:
* Eligible for, and able to obtain and maintain, a Baseline/NV1 security clearance (as required).
* Willingness to undertake pre-employment checks (including reference checks).
