NCTAMS PAC provides comprehensive, around-the-clock telecommunications support to strategic and tactical war-fighters throughout the. Indo-Pacific Command Area of Responsibility and beyond. This contract manages the operation and maintenance of four Operations Centers:
1. Wahiawa, Hawaii Satellite Communications (SATCOM) is the backbone of the. military’s communication, offering the war-fighter a point of entrance into the DoDIN and legacy tactical C4I services with reliable high-throughput telecommunications utilizing various RF spectrum bands, including use of the Mobile User Objective System (MUOS) - the Defense Department’s next-generation narrowband military satellite communications system. It will support a worldwide, multiservice population of UHF band users, providing increased communications capabilities to smaller terminals while still supporting interoperability with legacy terminals. MUOS is designed to support users that require mobility, high data rates and improved operational availability
2. Kaneohe, Hawaii Tactical Support Communications (TSCOMM), provides rapid, reliable, secure communications support for forces deployed overseas and at home ports within the .
3. Naval Radio Transmitting Facility (NRTF), Lualualei provides operational Command and Control communications utilizing the Very Low Frequency (VLF) and Low Frequency (LF) radio spectrums.
4. NCTAMS PAC Det. Kojarena is collocated with the Australian Defence Satellite Communications Station (ADSCS) near Geraldton, Western Australia. The Station provides beyond-line-of-sight communications with multiple Wideband Global Satellite Communications (WGS / SATCOM) and MUOS satellites operating over the Pacific and Indian Ocean. The site consists of the MUOS Radio Access Facility (RAF) and three MUOS Satellite Earth Terminals; satellite communications capabilities are part of the DoD Combined Communications Gateway Geraldton (C2G2) facility and three MET Terminals operated and maintained in partnership with Australia Department of Defence (ADOD) and to establish other arrangements required for that Ground Station to operate as a gateway.
Responsibilities
Major Job Activities:
The Det. Kojarena Site Lead / Sr. Technician provides management of on-site operations and maintenance support of equipment, systems, and facility for the MUOS RAF and three Ka-band antennas with 60-foot dishes, as well as system administration and maintenance functions for the Naval Communication Station Harold E. Holt remote facility located at Exmouth, Western Australia, which provides VLF communication transmission services in support of United States, Australian, and allied ships and submarines.
The selected candidate will work directly on a. Government Department of Defense (DoD) contract for V2X (formerly Vectrus Services Corporation) to:
5. Provide management of personnel and Operation and Maintenance (O&M) of SATCOM terminals, baseband, and related equipment.
6. Coordinate and responds to messages from interfacing organizations such as DISA, the Australian SATOPS, and network control centers.
7. Troubleshoot links, trunks, and circuits.
8. Perform preventative maintenance on assigned equipment. Troubleshoots equipment problems and performs corrective maintenance.
9. Support equipment upgrades.
10. Perform work center quality inspections.
11. Perform work center additional duties and logistics activities to include forward supply point, bench stock inventories, and ordering.
12. Perform training and maintains training records.
13. Support other contract functional areas or programs as required.
14. Perform other duties as assigned.
Working Environment:
Flexible 8x5 (Monday-Friday) (24x7 on-call) work schedule; coordinated with Hawaii-Aleutian Standard Time.
Physical Activities:
Must be able to lift and carry 50 lbs a distance of 50 feet horizontally and 35 lbs a distance of 50 feet vertically without resting.
Qualifications
Minimum Qualifications:
One-year related experience may be substituted for one year of education, if degree is required.
15. Must be a US Citizen with an Active Passport.
16. Active DoD Secret Security Clearance Required.
17. Bachelor’s Degree in Systems Engineering, Computer Science, or related field preferred; Experience in lieu of education will be considered.
18. 10 years of general experience with a minimum of 5 years specialized technical experience.
19. Must be minimally IAT Level II certified with appropriate baseline security and operating system/computer environment (OS/CE) certification in accordance with DoD 8570. 1-M and SECNAV-M 5239. 2).

Experience / Skills:
22. Experience managing an operational team in a remote OCONUS environment is a plus.
23. Ability to work effectively with employees and management of all levels to include multi-national staff, superiors, and ranking military officers.
24. Must possess experience with SATCOM / communications / systems operations and maintenance (Navy background preferred).
25. Experience with US Navy’s 3M system.
26. Working knowledge of NETCOOL, Network Monitor and Control (NETMAC), and Advance Agile practitioner.
27. Demonstrated communication skills – position requires interface with partner / host nation representatives.
28. Experience tracking and managing workforce training and certification requirements.
29. Proficiency in using Microsoft Office Suite software programs.
Supervisory / Budget Responsibilities:
This position is responsible for the workforce management of 5-10 personnel.
