The Department of Justice and Community Safety is seeking a Senior Legal Policy Officer to provide a critical role within Tobacco Licensing Victoria.
About The Business Unit
Tobacco Licensing Victoria is delivering the Victorian Government's commitment to regulate the lawful supply of tobacco through a new licensing scheme. This initiative is designed to:
- Prohibit the sale of tobacco products by anyone not holding a valid licence under the Act.
- Safeguard the suitability of licensed retailers and wholesalers.
- Minimise risks associated with tobacco sales through enforceable licence conditions.
- Enable efficient and effective regulatory oversight.
About The Role
Reporting to the Senior Manager, Policy and Engagement the Senior Legal Policy Officer will co-ordinate, develop, implement, and review policy and legislation to support TLV.
As the Senior Legal Policy Officer, some of your duties will include:
- Develop and implement legal policy proposals and initiatives for the Tobacco Regulation Project.
- Provide considered, informed and authoritative advice to senior managers, senior executives and government on key policy and legislation issues.
- Build, maintain and leverage relationships with our key stakeholders and partners.
- Manage the preparation and lodgement of cabinet and parliamentary documentation including legislation and regulations, and the drafting of complex ministerial and other correspondence.
- Provide insightful policy analysis and advice, including the identification of emerging issues, opportunities, risks and trends.

About You
To be successful in this role, you will have:
- Experience in providing authoritative legal policy advice and developing and implementing significant and complex program or policy initiatives.
- Sound knowledge of and/or experience in Victorian Government legislative, cabinet and administrative processes, and policy development.
- Demonstrated ability to analyse complex operational, policy and legal issues, interpret legislation and provide accurate legal solutions.
- A relevant tertiary qualification in Law would be highly desirable.
