Purpose of specific work area and position
The Rural Fire Service Queensland (RFSQ) Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The RFSQ Training and Development function comprises four teams – staff development, volunteer training development, volunteer training delivery, and resource development. The Volunteer Training Development function focuses on the design and evolution of the volunteer training development framework and supporting training packages to ensure volunteer development programs, products and strategies meet national training requirements.
Reporting to the Executive Manager, Training and Development, you will lead the functions of the team and manage the design, production, publishing, and review of the RFSQ volunteer training curriculum, including
e-learning opportunities, to ensure volunteers have access to flexible and leading-edge training products. The role will work closely with Managers Operational Training in the Regions, as well as stakeholders across Areas, Districts and Region and contribute to the development of innovative capability enhancement initiatives to ensure training enhances volunteer capability, regional operations and service delivery.

Highly desirable requirements
* High level understanding of contemporary training methodologies and registered training organisations requirements.
* Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education would be highly regarded.
* Work in an adaptable and high-pressure environment to support the development and training outcomes.
Primary duties
This RFSQ Role Specification Statement appends to the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:
* Lead the development of the volunteer training products in alignment with organisational goals, changing needs and emerging trends.
* Lead the design, production, publishing, and review of volunteer training curriculum, including flexible e-learning opportunities, to ensure volunteers have access to flexible and leading-edge training products.
* Utilise data and feedback to monitor, evaluate and tailor the volunteer training development framework and supporting products to ensure it is contemporary, fit-for-purpose, and compliant with industry standards.
* Develop strong working relationships with Managers Operational Training in the Districts to advocate and promote the volunteer training development framework.
* Maintain currency of knowledge of interstate, national and international strategic issues, policies, benchmarks and initiatives relevant to production of volunteer training frameworks and products.
* Lead, facilitate and/or participate in forums, networks and working groups to provide specialist advice and champion collaborative solutions to address volunteer training development priorities, emerging initiatives and best-practice opportunities.

* Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.

* Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
* Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
* This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
* Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
* Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
* Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
