Julalikari Council Aboriginal Corporation (Julalikari) is seeking a General Manager (GM) Finance. In this pivotal role you will manage all aspects of the day-to-day running of the finance area, as well as providing strategic financial support to the CEO, management team and board.

This is a rare opportunity for an experienced finance professional, to support the growth and diversification of one of the largest Aboriginal and Torres Strait Islander Corporations in Australia and to build fit for purpose finance and compliance systems and processes to support best practice governance.

OUR STORY

Julalikari is governed by an elected Board, made up of Directors who are appointed by our Members from the Aboriginal community of Tennant Creek and the surrounding Barkly region in the Northern Territory.

As one of the largest Aboriginal and Torres Strait Islander Corporations in Australia, with a history stretching back more than 30 years, Julalikari has a long and proud record of community service delivery. The Corporation grew out of the Warumungu Papula organisation, formed in 1974. Its primary purpose then, as it remains today, was to alleviate poverty and improve the wellbeing of the Aboriginal people of Tennant Creek and surrounding homeland communities.

Today, Julalikari delivers the following services for our mob:

ABOUT THE ROLE

The General Manager (GM) Finance works as part of a lean Finance team which supports the organisational functions of Julalikari, to enable it to deliver funded services effectively and represent the interests of Members. As part of strong governance, the GM Finance reports to the CEO, and also has oversight from a Board appointed external Independent Chief Financial Officer.

You will be managing all aspects of the day to finances of the organisation, including business unit budgeting, cost code centres, payroll, accounts payable & receivable, cash flow management and monthly financial reporting. You will provide input to strategic finance activities including annual budgets, maintaining and reviewing revenue sources and audits.

You must be committed to creating a culturally safe and supportive environment for a majority Aboriginal workforce. You will have experience in managing, leading and uplifting a team from diverse range of backgrounds, and well-adept in managing the different pressures living and working together in a small community.

You will understand the importance of cultural competency and Aboriginal empowerment and self-determination, as well as the very unique social and economic challenges faced by Aboriginal people every day.

You will support Managers to make sure service delivery requirements are in line with funding and internal operational requirements. You will oversee financial records and manage required financial information to evidence service delivery to required standards, make decisions and prepare required program financial advice, reporting and updates on a regular basis.

You will have responsibility to build and maintain positive relationships with all internal and external stakeholders. You will also attend approved external meetings, engage with funding bodies, and contribute to positive and effective relationships and cooperative issues resolution across the organisation.

You will also have a commitment to work, health and safety, managing and overseeing staff, and building a work-safe culture within your team.

You will have direct responsibility for supporting the CEO in the management of financial management services including:

* Maintaining and reviewing revenue sources
* Annual budget and regular forecasts
* Business unit budgets
* Cost centre and general ledger management
* Financial reporting – organisational and business unit
* Accounts payable
* Accounts receivable
* Payroll
* Continuous quality improvement
* Capital expenditure
* Compliance and reporting including financial audit and grant acquittal reporting
* Insurance
* Stakeholder management
* Support all organisational activities under the direction of the CEO and in line with the Board approved Operational Plan, related to:
* Governance and Strategy
* Risk and compliance
* Property and Assets

You will also have direct responsibility for managing financial performance and financial compliance of JULALIKARI funded programs and services under the following business units:

* Community Safety
* Child and Family services
* Aged Care Services
* Training and Employment services
* Tenancy and Municipal services
* Arts Centre Operations

Previous experience:

* Minimum five (5) years experience delivering financial management for an organisation of similar complexity, including demonstrated experience in managing the components of the role listed above.
* An understanding of financial management challenges and opportunities around funded programs in remote Aboriginal communities, including practical requirements of leading a team to support outcomes in line with funded parameters.
* Proven ability to build and maintain relationships with diverse stakeholders, including community representatives and funders.
* Demonstrated experience managing a small team with the skillset to supervise, train and mentor staff to maximise their capability and efficiency within the team.

You will have:

* A respectful and consultative management style that empowers and builds trust with staff, management peers and Julalikari Executive team.

* Strong commitment to ethical practices, good governance, data integrity, transparency, and accountability in all aspects of organisational operations.
* Deep respect for and sensitivity to the diverse cultural values, traditions, and aspirations of Aboriginal and Torres Strait Islander people, with a passion for supporting self-determination and empowerment.
* Commitment to work, health and safety, and effective risk management.
* Current Australian Driver's license
* Northern Territory Working with Children Clearance - Ochre Card or ability to obtain
* National Police Check Clearance or ability to obtain

Education:

* Tertiary skills in relevant field, such as finance, accounting, or similar; or 10 years demonstrated relevant experience.

Employment conditions

This is a senior executive position and we are looking for the right candidate. The position is full-time based in Tennant Creek, however flexible arrangements could be considered for the right candidate. Salary will be competitive and negotiable depending on experience, plus superannuation, vehicle, housing and salary sacrifice.
