The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Learning and Organisational Development Consultant position works within the Employee Learning and Inclusion branch of the People Strategy and Operations (VPS) division.
The People Strategy and Operations (VPS) division was established to:
* provide end to end people services to the department's 4,000+ VPS employees
* provide strategic workplace relations advice and support to the VPS and early childhood sectors
* manage corporate office working places and environmental sustainability.

As a Learning and Organisational Development Consultant you will support the design and delivery of both learning and organisational development initiatives across the department's corporate staff including managing PDP cycle, Employee Survey LMS, vendor contracts and induction. Our team takes a flexible approach, with members contributing across a wide range of projects and initiatives within the broader team.
Working closely with the team, you will partner with lead/senior consultants and stakeholders to identify organisational and learning needs to build the departments capability and drive continuous improvement. This may include:
* Supporting organisational development programs such as PDP, Employee Survey, Recognition, Workforce Strategy development and implementation, Induction, learning solutions to name a few.
* Support the smooth delivery of programs by managing end-to-end logistics such as scheduling, enrolments, communications, technology and venues, and post-session evaluation.
* Building strong relationships with stakeholders to ensure expectations, enquiries and delivery are well coordinated
* Drive improvement projects that enhance the employee lifecycle experience and reporting processes.
* Undertake administration tasks including executing communication plans, generating and sharing reports, processing invoices, coordinating procurement activities, and engaging with vendors.
* Develop and maintain intranet sites providing employees with easy self-service access to information.

* Flexibility and adaptability to contribute across diverse projects and initiatives within the broader team
* Strong problem-solving skills with the capacity to analyse issues and implement practical solutions
* Effective communication skills, including managing stakeholder expectations and coordinating clear and timely communications
* Proven project management experience, managing multiple tasks and initiatives independently to drive continuous improvement
* Proficiency with technology tools such as learning management systems (LMS), intranet platforms, and reporting software
Desirable Qualifications and Experience
Relevant tertiary qualification Human Resources (Learning and Development / Organisational Development) or Organisational Psychology
Proven experience within fast-paced, complex roles.
