Purpose of the Role
The Business Analyst / Business Architect will play a pivotal role in shaping and delivering strategic transformation initiatives. The successful candidate will bridge the gap between business strategy and execution by designing target-state capability models, process architectures and operating models that align with org's strategic objectives and regulatory obligations.
Working across business, technology and delivery teams, the incumbent will translate complex business problems into well-structured, evidence-based solutions that optimise processes, clarify organisational roles, and enable measurable outcomes for injured workers, employers and the Victorian community.
Key Responsibilities Capability Modelling and Design
* Develop, maintain and govern enterprise and domain-level business capability models aligned to org's strategic priorities and scheme objectives.
* Assess capability maturity, identify gaps between current and target states, and define capability uplift roadmaps that sequence investment and change.
* Partner with Enterprise Architecture and business stakeholders to ensure capability models inform investment decisions, solution design and program prioritisation.
Process Architecture
* Design end-to-end process across claims management, regulatory operations, customer service, health & safety, and corporate functions.
* Develop Level 1–4 process maps using recognised notations (e.g. BPMN 2.0, APQC,etc) and ensure alignment with capability and information models.
* Establish process governance standards, taxonomies and repositories to ensure consistency, reusability and traceability across the transformation portfolio.
Business Process Optimisation
* Analyse existing business processes to identify inefficiencies, pain points, compliance risks and opportunities for automation, simplification and customer experience improvement.
* Apply human‐centred design and continuous improvement techniques to re‐engineer processes and achieve quantifiable benefits.
* Partner with technology, data and operations teams to define digital and automation opportunities (e.g. workflow, RPA, AI/ML, decisioning) that deliver measurable outcomes.
Business Analysis on Large Transformation Programs
* Lead and mentor business analysis activities across complex, multi‐stream transformation programs involving business, regulatory, data and technology change.
* Elicit, analyse, document and validate business, functional and non‐functional requirements using structured BA techniques (workshops, interviews, observation, story mapping).
* Support vendor evaluation, solution selection, UAT planning, cutover and post‐implementation reviews to ensure benefits are realised.
* Collaborate with Enterprise Architects, Solution Architects, Product Owners, Delivery Leads and SMEs across Agile and hybrid delivery models.
Essential Skills and Experience
* Extensive (8+ years) experience as a Business Analyst and/or Business Architect on large, complex transformation programmes in government, insurance, financial services, health or regulated industries.
* Demonstrated expertise in Capability Modelling and Design, including development and governance of enterprise capability models.
* Proven experience designing and optimising enterprise Process Architectures using BPMN, APQC PCF or equivalent frameworks.
* Track record of leading Business Process Optimisation initiatives delivering measurable efficiency, quality and customer experience outcomes.
* Hands‐on experience with Organisation Design, role definition and operating model design for enterprise‐scale change.
* Strong ability to align Business Strategy with Execution through roadmaps, business cases, benefits frameworks and traceability models.
* Excellent stakeholder management, facilitation and communication skills, with the ability to influence at Executive and Board‐committee levels.
* Experience working within structured architecture frameworks.
* Sound understanding of regulatory, risk, privacy and data obligations relevant to Victorian Government and/or insurance environments.
Desirable
* Prior experience delivering transformation in a state regulator or a workers' compensation / insurance scheme.
* Exposure to claims platforms, regulatory case management, CRM, digital channels or data/analytics modernisation.
* Certifications such as TOGAF, Certified Business Architect (CBA), etc.
Qualifications
* Tertiary qualification in Business, Information Systems, Engineering, Commerce or a related discipline.
* Professional certifications in Business Architecture, Business Analysis or Enterprise Architecture highly regarded.
