PURPOSE OF THE JOB
To be the registered manager for Orient Street Residential Respite Unit, incorporating:
(1) 5 beds for adults (Registered with the Care Quality Commission)
To provide a short breaks service that achieves positive outcomes for service users and carers, facilitating maximum independence, dignity, choice and control, through person centered planning and support, and making sure the environment is tailored as much as possible to each individual's needs.
The role includes as Registered Manager in the leadership and management of a team of care and support staff. It requires performance management, management oversight of resources and cases.
To ensure that the Service maintains an acceptable CQC rating of 'Good' or better and which aligns with all requirements at all times through continuous improvement and quality assurance.
Supporting the Head of Service with the development and continuous improvement of the overall service. To be innovative and proactive in identifying and implementing ways in which the Unit can improve.
PRINCIPAL ACCOUNTABILITIES
Responsibilities
1. As the registered manager of a CQC regulated service, maintain an up to date, in-depth and practical understanding of existing and pending legislation, relevant policies and standards in order to contribute fully and lead on the strategic direction of the service.
2. To ensure timely submission of reports and notifications to CQC and be responsible for the completion and oversight of relevant records to comply with regulations.
3. To ensure adults have their needs met and the service meets the standards set in the Statement of Purpose; safeguarding service users and ensuring the provision of high standards of care practice and the achievement of defined quality standards for service delivery.
4. To be responsible for the development and maintenance of care planning systems and systems for case recording in accordance with regulatory requirements; responding to complaints and investigating as appropriate, updating Mosaic and the services e management system as required.
5. To provide a capable environment for people with learning disability, autism and behaviours of concern, through developing the physical environment and the skills of the staff team and strengthening the links with multidisciplinary community teams.
6. Provide necessary information, instruction, supervision and guidance to all staff in respect of implementing council policies and procedures.
7. To identify and meet the learning and development needs of staff through internal and external training delivery and maintain a record of learning and development activities and outcomes; whilst taking responsibility for identifying and meeting own training needs and professional development.
8. To be responsible for ensuring that the service, all equipment and appliances is effectively maintained in accordance with corporate compliance and health and safety requirements.
9. To lead communication and partnership working with other professional agencies, local community and voluntary groups so that service users and carers are helped to access a diverse range of opportunities, and that the service is supported to deliver excellent standards of care.
10. To manage with equity the bookings so eligible people use their allocation throughout the year and ensure the service can support urgent placements and enablement placements. Including processing new and urgent referrals as required with a positive can-do person-centered attitude, in line with care management priorities.
11. To be responsible for managing, monitoring and controlling the budget in providing services that demonstrates value for money.
12. To manage, monitor and develop service performance by producing service and individual work plans, setting targets monitoring and appraising team and individual performance; ensuring that human resources procedures relating to recruitment and selection, performance management, sickness absence, capability and discipline are adhered to.
13. To develop robust and effective administrative systems relating to the daily running of the service including but not limited to, maintenance of all information required to meet regulatory requirements, financial records, performance management information, building maintenance, support plans and records, MAR charts, HR information etc. By maintaining and utilising an e management system and providing regular summaries of performance to your line manager.
14. To establish and maintain a competent, motivated and confident staffing team and provide leadership, managerial direction, guidance and support to staff, promoting equality and inclusion across all service provision and employment through policy initiatives, personal example, open commitment, clear action and direction.
15. To function as the on-call manager to support the unit out of hours, on a rota basis.
16. Any other duties appropriate to the grade and post.
PERSON SPECIFICATION
The person specification is a picture of skills, knowledge and experience required to carry out the job.
Knowledge, including educational qualifications:
1. Management Qualification such as NVQ Level 5 Diploma in Leadership and Management in Adult Social Care or be working towards this within the timeframe set by the regulatory bodies of registration.
2. Detailed current knowledge of CQC regulatory framework, including Fundamental Standards and Quality statements, Care Act 2014 and other relevant legislation relating to the governance.
3. Working knowledge of safeguarding, mental capacity and deprivation of liberty legislation and best practice, and the principles of Personalisation and Reablement.
4. Working knowledge of all Health and Safety Requirements, including knowledge of the service training requirements to meet Health and Safety, and regulatory compliance.
5. Knowledge and understanding of adults with learning disabilities, autism and challenging behaviour and recognised approaches of support such as PBS.
Experience:
1. Experience of working with adults with learning difficulties within a residential environment, including at a senior level.
2. Experience of successfully working within internal and external compliance frameworks e.g CQC.
3. Experience of professional leadership, including setting objectives and performance management, utilising methods to assess performance of staff in the context of the achievement of individuals, the service and organisational targets.
4. Experience with providing personal care for people with learning disabilities in a supervised professional setting, including managing challenging behaviour with an awareness of safeguarding.
5. Experience of evaluating, drafting and implementing new policies and procedures within a health and social care environment.
6. Experience of working in in partnership with other disciplines and services to develop and promote service improvement and best practice within the team.
7. Knowledge and experience of budget management and analysis and interpretation of management information, including budgetary monitoring.
8. Experience of applying the principles of equal opportunities in the implementation of practice, in order to address equality and diversity issues.
9. Experience of keeping up to date with legislation, best practice and regulatory frameworks and implement effective change.

2. Ability collate and analyse complex information and produce good quality data that is easily understood by others.
