The primary objective of the position is to improve the effectiveness and
transparency of contract management and procurement practices within the
Resource Recovery & Waste Services Branch.
The primary focus areas of the position are to:
- Assist in the supervision and administration of the Council's Kerbside
Resource Recovery Contracts;
- Assist in the development, supervision, and administration of the operational
contracts, including but not limited to:
o Material processing contracts;
- Material transport contracts;
- Minor works contracts;
- Service and maintenance contracts; and
- Replacement plant hire contracts.
- Assist in the development and management of Branch business systems and
reporting.

**KEY RESPONSIBILITIES**
- Actively develop and implement measures to help Council deliver its
sustainability goals.
- Work closely with senior operational staff on a day-to-day basis, assisting in the
management of several large multi-million-dollar contracts and various smaller
contracts.
- Assist in the development, preparation and administration of project/contract
documentation including briefs, specifications, and contracts.
- Assist in the supervision of, and administer, contracts and
contractors/consultants engaged on specific, and ongoing projects and
services.
- Update and maintain the Procurement and Contract Register
- Paying invoices
- Conduct periodical audits on invoices against statistical data. Investigate and
address any anomalies as they arise.
- Organise and coordinate contract administration meetings with external
contractors and internal service providers.
- Manage all correspondence and record keeping related to the administered
contracts, including meeting agendas and minute taking/production/distribution.
- Monitor and report on adopted budgets for projects, services, and individual
contracts.
- Manage contract statistical data and provide regular reports.
- Assist the Business Support Coordinator and other Program Leaders within the
Service to develop strategic recommendations related to the ongoing operation
and management of Council's resource recovery and waste assets and
services.
- Liaise with relevant Council staff, consultants, contractors, state government
agencies and authorities as necessary.
- Keep up to date with technological, legislative, and other changes affecting the
operations and responsibilities of Council's Resource Recovery and Waste
Service.
- Investigate and report on funding, including grants, for projects related to
Resource Recovery and Waste Services & asset management.
- Actively participate in regular Section/Branch meetings with other team
members and represent the Section/Branch/Council at internal and external
meetings and functions as required, including out of normal working hours.
- Respond to and resolve Customer Service Requests as required.
- Prepare correspondence and reports (including Council Reports) as
required/directed.

- This position is based at BMCC Springwood Depot.
- This is a full-time position; however, consideration may be given to job sharing,
if deemed appropriate.
