Manager People and Culture

Full Time | Hybrid

The Port of Townsville is seeking a People and Culture leader to help shape its workforce for the future. As part of the People, Technology and Performance portfolio, this role is central to delivering the Port’s vision of a high-performing, engaged and inclusive workforce. You will lead initiatives that strengthen culture, build capability, and ensure people practices are aligned with organisational strategy.

The Port is Northern Australia’s largest container and automotive port and a vital contributor to regional prosperity. With trade volumes expected to triple over the next thirty years, its ambitious Port Vision 2050 is centred on sustainability, community impact and people development. As Manager People and Culture, you will directly influence how the Port attracts, develops and retains talent to support this long-term growth.

About the role

Reporting to the General Manager People, Technology and Performance, you will lead the Port’s People Strategy to ensure the attraction, retention and development of a highly engaged workforce. The position combines strategic leadership with operational delivery, working closely with executives, people leaders and employees to embed a contemporary and high-performing culture.

Key responsibilities

- Lead the People and Culture team with a focus on development, resilience and performance.
- Drive workforce planning across recruitment, onboarding, learning, talent management, performance management and succession planning.
- Provide strategic advice and insights to executives on workforce management and organisational design.
- Manage industrial relations, including enterprise bargaining and workplace change initiatives.
- Oversee policy, procedure and compliance frameworks that support people management.
- Deliver reporting and insights on workforce trends, capability and organisational performance.
- Ensure alignment with health, safety and risk management obligations.

Ideal candidate

- Tertiary qualification in human resources, business or a related discipline.
- Significant experience in senior strategic and operational HR management in complex organisations.
- Proven expertise in industrial relations, including enterprise bargaining.
- Strong track record of implementing modern HR and IR practices that enable business outcomes.
- Demonstrated success in leading and motivating diverse teams.
- High-level communication, negotiation and influencing skills.
- Capacity to manage multiple priorities with diplomacy, confidentiality and professionalism.
