Position Summary
The Finance Coordinator is responsible for coordinating day-to-day financial operations for the funded projects in Gaza under the supervision of the Finance Manager. The position supports accurate financial processing, reporting, and compliance with Project HOPE policies and donor requirements. The Finance Coordinator ensures smooth financial coordination between program teams, operations, and the finance department in a complex humanitarian context. The role also contributes to strengthening internal financial controls, monitoring project expenditures, and supporting effective financial management across multiple donor-funded projects. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed PRINCIPAL RESPONSIBILITIES:
Financial Operations Coordination

* Review payment documentation to ensure completeness, accuracy, and compliance with internal financial controls before submission for approval.
* Ensure timely processing of payments, advances, and reimbursements in accordance with Project HOPE and donor procedures.
Maintain organized financial records and ensure proper documentation for all transactions.
* Support the Finance Manager in ensuring compliance with financial policies and procedures.
* Monitor cash balances and support the preparation of cash forecasts and fund requests when required.
Budget Monitoring & Support
* Track budget expenditures and ensure costs are coded correctly and aligned with approved budgets.
* Support budget holders with expenditure tracking and financial documentation.
* Prepare budget follow-up sheets and expenditure summaries for review by the Finance Manager.
* Flag budget variances and potential overspending to the Finance Manager for action.
* Conduct basic variance analysis to support the Finance Manager in monitoring financial risks and budget performance.
* Assist with budget revisions and financial inputs for project modifications when required.
Financial Reporting & Donor Compliance
* Support preparation of monthly financial reports for internal review and submission to headquarters.
* Ensure donor financial documentation is complete and ready for reporting and audits.
* Assist in preparing financial information for donor reports and monitoring visits.
* Maintain donor files and financial reporting trackers.
* Ensure compliance with donor financial regulations, including USAID and other applicable donor requirements.
* Maintain organized financial records to ensure readiness for donor audits, monitoring visits, and internal reviews.
Coordination with Program & Operations Teams
* Act as a focal point for finance coordination with program, logistics, and HR teams.
* Support program staff in understanding financial procedures and documentation requirements.
* Coordinate cash requests and activity advances linked to program implementation.
* Support procurement and logistics processes by verifying budget availability, financial documentation, and compliance with financial procedures.
* Participate in coordination meetings to ensure financial alignment with project activities.
Audit & Internal Control Support
* Support internal and external audits by preparing financial files and supporting documentation.
* Assist in implementing audit recommendations under the supervision of the Finance Manager.
* Conduct routine checks on financial documentation to ensure accuracy and completeness.
* Support asset tracking and inventory reconciliation in coordination with logistics.
* Support the implementation and follow-up of audit recommendations in coordination with the Finance Manager.
Capacity Building & Team Support
* Support orientation of new staff on finance procedures and documentation standards.
* Provide basic guidance to non-finance staff on financial processes and forms.
* Contribute to strengthening financial awareness among program and operations staff to promote compliance with financial procedures.
* Promote a culture of accountability and compliance within the project team.
MINIMUM QUALIFICATIONS: (Please list by bullet point)
* Bachelor's degree in Finance, Accounting, Business Administration, or related field.
* Minimum 5 years of experience in finance or accounting, preferably in NGO or humanitarian settings.
* Basic knowledge of donor compliance requirements.
* Experience with financial documentation, payment processing, and budget tracking.
* Experience using accounting systems or ERP software (e.g., NetSuite, QuickBooks, or similar).
* Strong organizational and record-keeping skills.
* Ability to work under pressure and meet tight deadlines.
* Good communication and coordination skills.
* Fluency in English and Arabic is required.

Typical office environment with exposure to a minimal noise level.
Emergency deployments may be in resource-deprived environments with austere living conditions.
Travel for extended periods may be by air and/or other modes of transportation.
While international travel is not a regular part of every job, programmatic needs may require it intermittently.
Project HOPE employees may be required to travel or work in countries where working conditions are classified as "hardship."
