Role Overview

The Financial Advisor (L3) provides complex financial, budgeting, accounting, and financial operations support to the program within CASG. Reporting to the Integrated Project Manager (EL1), the role operates under broad direction and is responsible for delivering high-quality financial analysis, reporting, governance advice, and financial systems support to ensure compliance with Commonwealth legislation, Defence policy, and CASG financial frameworks.

Key Responsibilities Financial Management & Budgeting
* Deliver complex budgeting activities including preparation, coordination, monitoring, and reporting in line with Defence financial policy.
* Analyse and interpret financial data to ensure accuracy, integrity, and reliability.
* Prepare detailed financial reports, briefs, and governance submissions.
* Provide advice on budgeting frameworks, financial management policy, and accounting requirements.
* Conduct quality assurance checks on financial documentation and processes.
Financial Operations & Compliance
* Monitor and report on financial operations activities relevant to JP9101.
* Interpret and apply Commonwealth legislation, Defence policy, and CASG governance frameworks.
* Ensure compliance with the PGPA Act, Commonwealth Procurement Rules, and Defence financial management standards.
* Identify and resolve complex financial issues through structured analysis.
Financial Systems Support
* Manage financial system processes including master data maintenance, interfaces, and reconciliations.
* Support resolution of system-related incidents impacting reporting.
* Provide functional advice on reporting structures, controls, and system compliance.
Stakeholder Engagement & Governance
* Engage internal and external stakeholders across Defence and industry.
* Support governance forums through preparation and presentation of financial material.
* Manage complex or sensitive financial discussions constructively.
* Build strong working relationships across enabling areas.
* Contribute to collaborative team environments and support knowledge sharing.
Experience & Capability Requirements
* Proven experience delivering complex financial, budgeting, or accounting functions within a Commonwealth or Defence environment.
* Strong understanding of the PGPA Act 2013, Commonwealth Procurement Rules, and Defence/CASG financial governance frameworks.
* Demonstrated ability to analyse, interpret, and assure financial data.
* Experience preparing executive-level reports and governance documentation.
* Ability to manage workflow independently under broad direction.
* Strong stakeholder engagement capability across complex environments.
