Head of Fire Safety

The closing date is 08 April 2026

Reporting to the Assistant Director of Health and Safety, this highly proactive role will include responsibility for the Fire Safety Team and the management of fire safety across the University Hospitals of Liverpool Group.

Your principal role will be to implement and manage a fire safety Management System whilst providing assurance via a regime of continual auditing, monitoring and review, that the Group has discharged its statutory obligations across all operational activity.

Responsibilities
* Act with autonomy to develop, implement, manage and monitor policies and procedures relating to Fire Safety, ensuring all statutory obligations are met and that key risks are actively managed.
* Provide competent professional advice across core areas of fire safety, maintaining up‐to‐date knowledge of statutory and mandatory legislation, national guidance documents and policy.
* Ensure fire risk assessments, fire safety codes of practice, policies, procedures and standards are in place and updated regularly.
* Attend and actively contribute to the work of relevant groups, committees and meetings across the Group.
* Day‐to‐day manage the divisional/corporate fire safety support team, allocating work and overseeing performance targets and objectives.
* Collaborate with external organisations, contractors and consultants as appropriate.
* Support all Divisional and Corporate managers in embedding a fire safety culture.
* Develop and monitor leading and lagging indicators, reporting performance for continual improvement and risk management.
* Coordinate freedom of information requests and other statutory inquiries.
* Implement and maintain a risk‐driven audit programme with clear SMART action plans, investigations and assurance reports for the Group.
* Full line management of the fire team, including subject‐matter experts and fire safety training.
* Implement a comprehensive fire safety plan, liaise with outside agencies and maintain the Group fire safety website.
* Plan, audit and train programmes across the Group, preparing reports for relevant committees.
* Provide advice and guidance on fire safety risk to Divisional and Corporate Directors, Heads of Department and relevant staff.
* Take immediate action regarding the safety of the public, patients and colleagues when an imminent safety concern exists.
* Work with procurement to influence standards through the procurement process and with the Group legal team to analyse and investigate claims.

Person Specification Qualifications
* Level 4 Diploma in Fire Safety
* Membership of the IFE or equivalent
* Fire Risk Assessments level 3
* Educated to degree level
* Post‐graduate qualification or equivalent in Fire Safety
* Evidence of commitment to continued professional development, ideally through a recognised professional body
* NEBOSH Fire and Risk Management
* Degree in Fire Safety Engineering
* Recognised management qualification or demonstrable experience
* Holds a recognised qualification in auditing
Experience
* Demonstrable experience of successfully managing complex fire safety issues in a unionised environment.
* Highly experienced in written and oral communication at all levels of the organisation.
* Experience of analysing data and coherently reporting information to senior colleagues.
* Experience promoting a positive fire safety culture, and implementing improvements.
* Proven track record of managing a robust auditing and monitoring regime.
* Ability to provide high‐quality professional advice on fire safety matters and support senior line managers.
* Experience of commissioning and analysing data to suggest and implement changes to fire safety and regulatory compliance.
* Experience of planning and delivering auditing of fire safety and regulatory systems.
* Experience of fire safety policy development, implementation and monitoring.
* Experience of undertaking and overseeing fire risk assessments.
* Experience of fire safety planning, effective budgetary management and working with outside agencies.
* Experience of working in the healthcare sector, understanding governance, chairing meetings and maintaining risk registers.
* Experience in project management and budget preparation, including developing and implementing training programmes.
* Experience of managing staff.
