Primary objective
Lead the Strategic Intelligence and Reviews unit to support strategic and operational needs of the Office of the Independent Commissioner
Against Corruption (OICAC) through the gathering and analysis of data, and to manage the delivery of evaluations and reviews in
accordance with sections 23 and 110 of the Independent Commissioner Against Corruption Act 2017 (ICAC Act).
Key duties and responsibilities
1. Direct, develop and coordinate the provision of the OICAC's strategic intelligence and review function, identifying and generating
strategic intelligence products and review reports to support strategic and operational decision making.
2. Oversee the conduct of evaluations and reviews in accordance with sections 23 and 110 of the ICAC Act and evaluate public body
responses to recommendations made by the ICAC.
3. Direct and manage a team with functions to:
* ensure the accuracy and integrity of data for performance-based metrics and reporting; and
* plan and execute projects which analyse data and intelligence from internal and external sources to identify improper conduct
trends and emerging risks across NT public administration.
4. Contribute to the strategic direction and planning of the OICAC and make recommendations to ensure effective delivery of strategic
intelligence and review functions through the provision of timely and considered advice.
Selection criteria
Essential
1. Demonstrated experience in undertaking evaluations and/or reviews in accordance with applicable standards and legislation.
1. Demonstrated ability to organise workload, determine priorities, and use judgement and initiative to manage multiple tasks and staff
to meet deadlines.
1. Strong interpersonal and communication skills including experience in report writing, preparation and delivery of presentations and
preparation of high-level correspondence and briefings.
4. Excellent research and analytical skills with a proven ability to develop logical, reasonable, and evidence-based reports.
5. Demonstrated ability to maintain confidentiality and manage risks when making decisions in a sensitive and political environment.
6. Demonstrated experience in a senior leadership role and the ability to liaise effectively and influence outcomes.
Desirable
1. Relevant tertiary qualifications in intelligence or a related field.
2. High level knowledge of NT and local government legislation, systems, processes, and governance frameworks.
