About The Opportunity
We are seeking a highly motivated individual to fill the newly created Senior Coordinator Fire Safety and Regulation position within our Development Compliance and Regulation section on a permanent, full-time basis.
This position plays a key role in providing effective leadership and supervision to the built form and development related regulatory functions of Council.
The Purpose Of This Role Includes
* Supervising and implementing Council's building fire safety audit program
* Coordinating the work of the 3 compliance teams (fire safety, development compliance and swimming pools) to ensure consistency across investigation and enforcement protocols and outcomes
* Representing Council in the local and Land and Environment Courts
* Developing and implementing related policies, protocols and procedures
* Providing specialist technical and legislative advice and support to internal customers
* Providing direct support to the Manager Development Compliance and Regulation
* Supervising the assessment of Building Information Certificate applications
Qualifications and experience
* Degree in Building Surveying or equivalent
* Hold a current registration as a Building Surveyor Grade (unrestricted) under the Building and Development Certifiers Act 2018, or be able to demonstrate equivalence
* Extensive experience in a compliance or similar role including knowledge of applicable legislation and regulations, including but not limited to the Environmental Planning & Assessment Act 1979 and Local Government Act 1993
* Understanding of Fire Safety functions within a local government context, including but not limited to the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021, Fire Safety Register, Fire Safety Referrals and Fire Safety Schedules
* Sound ability to assist the Manager Development Compliance and Regulation with the drafting of orders, briefs of evidence and statements of fact and contention for the purposes of relevant enforcement activities, prosecution and / or court proceedings
* High-level understanding of penalty infringement processes including the issuing of fines and applicable processes involving the Office of State Revenue
* Effective computer skills including computer-based compliance software and applications
* Demonstrated ability to mentor and coach staff, impart technical knowledge and build the capacity of other staff members to deliver high quality work standards and outcomes within budget and specified time frames
* Demonstrated ability to undertake independent action within the context of applicable Council policies, procedures, operational plan, situational, legislative and regulatory frameworks
* High level oral and written communication skills with the ability to resolve disputes and liaise with internal and external customers and stakeholders at all levels
* Demonstrated experience preparing detailed proposals, submissions, technical and reports
* Proven interpersonal, supervisory, leadership and staff management skills with an understanding and overall commitment to service improvement
* Demonstrated extensive understanding and knowledge of relevant legislation including, but limited to, the NSW Local Government Act 1993
* High level understanding of risk management principles associated with building compliance and fire safety
* Demonstrated understanding of public sector organisational and commercial principles to reform business processes and identification of improvement opportunities within Council
* Experience in preparing, implementing and reviewing policies, procedures and protocols
* Current class C driver's licence
* National Criminal Record Background Check.
* Postgraduate qualifications, certifications and / or equivalent industry experiences in one or more fields including, but not limited to, Building Compliance, Regulatory Services or Fire Safety
* Comprehensive knowledge of the National Construction Code / Building Code of Australia and relevant legislation / regulations, including but not limited to Building Compliance and Fire Safety
* Experience investigating alleged breaches of legislation and / or regulations relevant to local government
* Strong investigation and analytical skills for the purposes of research, innovation and compliance process mapping
* Experience using IT systems relevant to local government including, but not limited to, Microsoft Office, HP Content Manager and TechnologyOne
* Construction (White Card) or willingness to obtain.
The salary and conditions of employment are in accordance with Blacktown City Council's Enterprise Agreement.
* Entry level for this position starts at $2,642.87 per week
* Leaseback vehicle
