Primary objective
Undertake a key liaison role in providing quality procurement and contracts administration services and advice to a range of client
agencies including managing procurement processes from the planning stage to award and administration of contracts in
accordance with NTG Procurement Framework.
Context statement
Contract and Procurement Services (CAPS) is responsible for procurement services to all agencies for works, services and goods
valued at over the advertising threshold (currently $200,000). This includes supporting implementation of procurement reforms
and use of procurement systems by agencies.
Key duties and responsibilities
1. Develop and maintain strong business relationships with client agencies and provide advice and assistance to enable them to
make informed decisions based on sound procurement principles.
2. Implement government procurement policy to ensure uniformity and operational adherence to policy and procedures.
3. Coordinate the formation, preparation and award of high quality contracts for works, services and goods.
4. Undertake quality assurance checks of key documents.
5. Provide motivation, support and training to procurement officers.
6. Liaise with stakeholders to identify new system requirements or enhancements to business systems and ensure delivery is on
time and in accordance with business needs.
Selection criteria
Essential
1. Demonstrated procurement experience including developing tender and contract documentation and awarding large value
contracts involving multiple stakeholders.
2. Proven knowledge and understanding of procurement, including legislation, policy, rules and tendering and contract documents
to achieve compliance requirements.
1. Proven interpersonal and communication skills with the ability to interact effectively with people at all levels, within and outside
of government, including dealing with people of diverse cultures.
4. Demonstrates initiative and flexibility to establish and manage priorities to ensure the team completes work within deadlines,
whilst having knowledge and experience in monitoring and developing quality customer services.
5. Extensive working knowledge and ability to use, contribute to enhancements of, and support users in a range of procurement
information systems.
6. Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical practice,
accountability, impartiality, diversity and respect.
Desirable
1. Diploma of Government - Procurement and Contracting or Certificate IV in Government – Procurement.
