Executive Manager Primary Care and Healthy Ageing
Reports to: Chief Executive Officer
Lead primary care and healthy ageing at a regional scale
Ballarat Community Health (BCH) is seeking an experienced executive leader to provide strategic, clinical and operational leadership across our Primary Care and Healthy Ageing portfolio.
As a member of the Executive Management Team, you will contribute to whole‐of‐organisation leadership, strategy, and decision making, while holding accountability for service performance, quality, safety and sustainability within a significant and diverse service portfolio.
This role is central to how BCH responds to community need, policy reform, and sector change.
What you will lead
You will oversee the planning, delivery and continuous improvement of primary care and ageing services, ensuring they remain accessible, affordable, high‐quality, and person‐centred.
* Executive oversight of clinical governance, quality, risk and compliance
* Strategic service planning aligned to BCH's organisational strategy
* Financial performance, budget management and resource allocation
* Workforce planning and leadership of multidisciplinary clinical and operational teams
* Performance monitoring through data, reporting and dashboards
* Service integration and model innovation
* Compliance with relevant legislation, accreditation and funding agreements, including obligations under the Aged Care Act and primary care standards
You will work closely with the CEO, Executive team, and Board to provide assurance regarding performance, safety, risk and compliance.
About you
You are a values‐based executive leader who is comfortable operating strategically while maintaining visibility across operational environments.
You bring:
* Senior leadership experience within primary care, aged care or community health
* Strong understanding of clinical governance, safety, and quality frameworks
* Financial and operational accountability at scale
* Experience navigating policy reform and funding environments
* The ability to lead multidisciplinary teams through growth and change
* A collaborative approach to executive decision‐making and system leadership
You understand the balance between community need, service sustainability and regulatory compliance.
Partnerships and system influence
You will represent BCH in regional and sector forums, build strong relationships with key partners including Primary Health Networks, health services, and aged care providers, and contribute to advocacy and reform initiatives that improve access to primary care and ageing services.

We have approximately 300 staff, with six (6) locations across Ballarat and the Western Region.
