About the Business Unit
The Reintegration and Engagement Services Division (the Division) within Corrections Victoria (CV) is responsible for delivering evidence‐based, best‐practice interventions that contribute to reducing reoffending and improving community safety. This includes quality assurance systems for risk assessment and case management, the delivery of clinical intervention programmes and transition and reintegration supports in custodial settings. The Division also has responsibility for the operation of Victoria's post‐sentence scheme—a civil, non‐punitive scheme that provides ongoing supervision or detention of individuals convicted of a serious sex and/or violent offence who have completed their sentence but present an unacceptable risk of committing further serious offences. The Offender Services and Reintegration division of Corrections Victoria (CV) is responsible for providing best‐practice interventions to reduce the risk of reoffending, including case management, education, training and employment, prison industries and rehabilitation and reintegration supports. The division contributes to a safer community by supporting a safe and humane corrections system that provides opportunities for rehabilitation, supports reintegration and works toward Aboriginal self‐determination. The Rehabilitation and Reintegration Branch (RRB) is part of this division and is responsible for a range of programmes and services across both prisons and Community Correctional Services (CCS), such as transition and reintegration, parenting and family engagement, women, disability, family violence programmes and services. RRB currently leads the implementation of the Professional Practice Model (PPM) across the prison system.
About the Role
The Senior Manager, Professional Practice is accountable for leading the development, implementation and oversight of CV's Professional Practice Model, ensuring it is effectively operationalised across the prison system and supporting a statewide network of prison‐based Managers of Professional Practice (MPPs). The effective implementation of the PPM requires close integration with existing case management structures, including performance measures and assurance functions. This role requires regular travel to prison locations statewide.
Responsibilities
* Lead the strategic direction, governance, and system‐wide oversight of the Professional Practice Model across Corrections Victoria, ensuring alignment with organisational priorities and reform objectives.
* Drive a culture of evidence‐based practice by embedding the Correctional Practice Framework into custodial case management, influencing consistency, integrity, and outcomes across the prison system.
* Provide authoritative leadership and oversight of a statewide network of MPPs, with accountability for workforce capability, performance, and wellbeing.
Qualifications
* Experience leading the design, implementation, and evaluation of organisation‐wide learning and professional practice frameworks, building workforce capability through structured systems aligned with legislation, policy, and operational standards.
* Strong understanding of Departmental priorities, the Correctional Practice Framework, and contemporary approaches to supporting the rehabilitation of people in contact with the justice system.
* Ability to drive complex change and reform in correctional or similarly regulated environments, shaping and embedding system‐wide improvements across practice, capability, and service delivery.
* Experience integrating case management, workforce capability, and governance frameworks to translate policy and evidence into practice, strengthening consistency, accountability, and rehabilitation outcomes.
Desirable Qualifications
* A valid Victorian driver's licence.
* Relevant tertiary qualification in social work, psychology, criminology, criminal justice, or a related human services discipline, supported by experience operating within legislative frameworks.
* Formal qualification in education, assessment, or reporting.
* Additional training or certification in leadership, change management, trauma‐informed practice, or programme evaluation.
