Overview
Primary objective
Provide high level operational support and advice to Bushfires NT leadership on budget, procurement, asset management and contract management to support informed decisions that are compliant with government policies and legislative requirements.
Key duties and responsibilities
* Assist in the preparation, analysis and management of the divisional budget including the preparation of reports and statements on finance and budget programs and oversee funding opportunities including Disaster Recovery Funding Arrangements.
* Lead divisional tender, procurement, and contract management processes to ensure compliance with relevant legislation and procurement guidelines in contracting human and physical resources, facilities, services, machinery and equipment.
* Develop and maintain systems, guidelines, policies and procedures to ensure compliance with government financial and budgetary policies.
* Support the division to manage volunteer brigade grant programs and statutory appointed councils and committees to ensure related funds are administered in accordance with legislative and regulatory requirements.
* Consult with the HR Business Partner to deliver and implement best practice support to the division on recruitment, human resource policy and procedures.
* Provide functional and indirect supervision to divisional staff in all regions to ensure high standards of service delivery.
Selection criteria
Essential
* Demonstrated knowledge and experience of budget and financial management accountabilities and compliance requirements and ability to apply related frameworks, principles, policies, and accounting standards.
* Extensive knowledge of procurement policies, rules, processes, and contract management governance frameworks.
* Demonstrated ability to understand, analyse and interpret policies, legislation, business plans and financial reports.
* Strong administrative skills with the proven ability to supervise staff and work with others in coordinating information and processes to meet legislative timeframes.
* Self-motivated, adaptable, and demonstrated organisation skills with the ability to work under pressure and meet conflicting priorities.
* Demonstrated people management, communication, and interpersonal skills, including the ability to establish and maintain effective and productive working relationships with diverse stakeholders.
Desirable
* Relevant qualification in financial or business management.
* Experience working in an emergency or hazard response Agency.

During periods of heightened operational activity, the incumbent will be required to provide operational support across the Territory, including travel and work in remote locations.
