Salary: These roles are part-time statutory appointments. Remuneration arrangements for these positions are made under the relevant Remuneration Tribunal determinations in accordance with the Remuneration Tribunal Act 1973. The Chair will be remunerated at $1,010 per day, with members remunerated at $908 per day. Travel allowances will be at Category 2 rates.
The Opportunity: The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (the department) is looking for candidates to fill part-time statutory positions on the Sydney Airport Demand Management Compliance Committee (the Committee): An independent Chair (the Chair) and three independent members (members). These roles present a unique opportunity to support the Australian Government's reforms to the slot management system at Sydney Airport. These reforms are aimed at improving competition, efficiency and consumer outcomes at this vital piece of national transport infrastructure.
The Compliance Committee is empowered by the Sydney Airport Demand Management Act 1997 (the SADM Act) and the Sydney Airport Demand Management Regulations 2025 (the regulations) to advise the Minister for Infrastructure, Transport, Regional Development and Local Government (the Minister) on aircraft operator compliance with the SADM Act, the regulations and the Sydney Airport Slot Management Scheme 2025 (the Scheme) governing the use of slots at Sydney Airport. Slots control access by aircraft operators to runways, taxiways and terminal infrastructure.
The Compliance Committee's role will involve providing explicit, informed advice to the Minister on the slot misuse offences identified in the SADM Act. The Committee's findings will be communicated to the Minister and department for potential enforcement action using the sanctions and penalties in the SADM Act. The independent Chair will lead the Compliance Committee, which consists of six other members with a diverse set of skills and experiences: three independent members and three ex-officio members drawn from Sydney Airport Corporation Limited, Airservices Australia and Airport Coordination Limited (the Sydney Airport slot manager).
The key duties of the position include
- The Chair: The Chair will lead the preparation of the Committee's advice to the Minister ensuring it is based on high-quality analysis of data that identifies instances and patterns of slot misuse offences over time. The Chair will facilitate, encourage and guide constructive discussion among members to achieve outcomes set out in a Ministerial Statement of Expectations (and any specific Ministerial directions) and provide clear, informed advice to the Minister and department.
- Members: As one of three independent members of the Compliance Committee, you will support the Chair and bring your skills and experience to bear on monitoring aircraft operator compliance with the SADM Act, the regulations and the Scheme governing the use of slots at Sydney Airport. Members will work constructively with the Chair and Committee members to achieve outcomes in the Ministerial Statement of Expectations (and other specific Ministerial directions) to shape the Committee's advice to the Minister and department on slot misuse.
Skills set of the Committee: The skill set of the Committee is expected to include people with experience in a regulated transport or infrastructure sector (airports, energy, rail, ports, water), competition policy, data analysis and economic/government regulation (including enforcement and compliance). In finalising decisions on appointments, consideration will be given to the collective skill set of the Committee.
Experience in operation of an airport slot management system and an understanding of the IATA Worldwide Airport Slot Management Guidelines will be favourably regarded, but are not essential requirements for the Chair or member roles.
Requirement to demonstrate independence: There is a requirement under section 12 of the regulations in which applicants for the Chair and member roles must demonstrate their independence from:
- the airport-operator company for Sydney Airport;
- the Slot Manager;
- Airservices Australia;
- airlines providing air services in Australia;
- bodies providing airside and airport services in connection with scheduled domestic and international air services, or;
- a peak body connected to one of the above entities.
Shortlisted applicants will be required to complete a Private Interests Declaration form, including setting out mitigation strategies for any conflicts of interest. Working location: The Committee will regularly meet up to four times a year, either in Sydney, Canberra or remotely, with meeting dates associated with mid-season and end-of-season timings based on the International Air Transport Association (IATA) Calendar of Coordination Activities. There may also be a need for out of session meetings, particularly when dealing with Ministerial requests for information.
Time Commitment: While these are part time roles, applicants should consider the time required to prepare for Committee meetings. To support the Committee in its role, it will be serviced by a secretariat provided by the department. It is expected that the Chair and members will contribute the time needed to study and understand the briefing papers provided to them by the secretariat to develop a view and provide advice on compliance matters and be an effective participant at meetings.
