(Potential for renewal based on performance and customer requirements)Project/Program OverviewThe Tasmanian Government continues to revolutionise the state's health system through its Digital Health Transformation Program, set to deliver a suite of digital initiatives by June 2032 to enhance operational efficiency and improve patient outcomes.
This is a 10-year program of work that will empower consumers and healthcare professionals to deliver better patient outcomes through system-wide, digitally enabled technologies.
The Program includes a number of projects, the largest of which will be the Electronic Medical Record (eMR) implementation.We are seeking an experienced Portfolio Director to lead the Digital Health Transformation (DHT), with a significant focus on the implementation and delivery of the Electronic Medical Record (EMR) system.
This role will provide strategic leadership, direction, and oversight to ensure the successful planning, design, and execution of a Portfolio of programs and projects.
The Portfolio Director will engage with internal and external stakeholders to ensure the strategic alignment and successful delivery of project milestones.
This role encompasses comprehensive oversight of resource allocation, budget management, risk mitigation, schedule adherence, and scope definition, while providing authoritative guidance on digital health initiatives.Experience/SkillsMust have extensive experience in delivering a portfolio of large and complex digital health and/or technology programs and projects.Must have previous experience with Electronic Medical Record procurement and implementation and associated change management - in particular, the contracting stage and implementation planning.
Preference will be given to candidates with experience in multiple eMR projects, especially if in more than one jurisdiction and/or country.Must have strong leadership skills with the ability to manage and inspire a diverse team in a complex environment.Expert-level project and program management skills in transformative digital health or technology projects and/or programs.Proven ability to lead and manage cross-functional teams, fostering a values-based, dynamic, and high-performance work environment that encourages innovation and excellence.Strong communication, liaison, negotiation, and conflict management skills.Politically astute with the capability to develop high-quality briefing papers and reports, providing clear, concise, and impactful information to senior executives.Duties/ActivitiesProvide strategic leadership and direction for the Digital Health Transformation portfolio, ensuring projects are planned, managed, and delivered on time, within budget, and aligned with government priorities.Work closely with the current Director, Digital Health, the Chief Information Officer (CIO), and the Chief Clinical Information Officer (CCIO) to lead the development and implementation of a comprehensive transition plan for the Portfolio, integrating new functions and responsibilities for the CCIO and CIO offices effectively with minimal disruption to project delivery schedules.Develop and implement a rolling work program, including the development of an integrated portfolio management plan, incorporating a governance framework, portfolio schedule, and budget.Develop and implement a comprehensive resourcing and capability development strategy in collaboration with the executive leadership team, ensuring the timely onboarding of skilled personnel to meet project delivery schedules.
Lead recruitment processes to attract, select, and onboard team members.Lead the portfolio team, including project and vendor teams (as applicable), clearly articulating strategic direction and operational expectations.Develop, implement, and evaluate business processes to support the delivery of the portfolio, fostering a continuous improvement philosophy.Provide timely, strategic, and expert advice to the Chief Clinical Information Officer, Secretary, and Minister on Digital Health projects, underpinned by the creation and presentation of high-quality briefing papers and comprehensive reports.Establish and sustain productive stakeholder relationships to support the delivery of the portfolio.Chair key committees and actively contribute to the development and enhancement of governance frameworks.
Provide high-level, authoritative advice and guidance to ensure robust oversight and successful delivery of digital health solutions across Tasmania.
