The Strategic Sourcing & Delivery team within this large Qld Government department are seeking an experienced ICT Strategic Sourcing Lead.
As a key member of the team, you will drive and manage strategic procurement activities for a high-value program of work. This includes leading the strategy, negotiation, variation, development and/or execution of whole-of-government contracts, ensuring compliance with Queensland Government procurement frameworks, probity standards, and value-for-money principles. You will work closely with the Program Director, Project Managers, Commercial Analyst, Negotiation Specialist, and Legal Advisors to drive negotiation readiness, due diligence, and commercial assurance and contract drafting.
As the Strategic Procurement Lead, you will:
* Lead end-to-end strategic procurement activities, including market health and capability assessments, planning, sourcing, evaluation, negotiation support, contract establishment and/or variations.
* Provide timely, professional, and strategic advice to clients, senior management, and suppliers on procurement and contract management processes, including QITC framework contractual advice.
* Define the procurement scope for the in-scope contract activities, encompassing services, infrastructure, and managed services.
* Establish and maintain a procurement schedule aligned with high-risk dependencies, mandatory legislative timeframes, and project deadlines.
* Develop draft, and finalise Strategic Procurement Plans, including justification of the sourcing approach, value-for-money assessments, identifying probity requirements, and sequencing of procurement milestones, advising and identifying any other required activities.
* Establish and implement Probity Plans, including conflictofinterest management, independence tests and proportionate use of probity advisors/auditors for significant/highrisk activities.
* Ensure all procurement activities comply with the Queensland Procurement Policy (QPP) and departmental frameworks.
* Lead procurement and commercial input into negotiation preparation, including leverage analysis, pricing considerations, performance frameworks, and escalation pathways.
* Align negotiation plan with procurement objectives; provide commercial input (pricing, performance, escalation).
* Manage legal advisors in drafting of terms, variations, amendments etc to ensure alignment with negotiated outcomes for approval of financial delegate.
* Engage with internal and external stakeholders, the Program Director, governance committees, probity advisor, legal advisors and nominated suppliers.
* Ensure all procurement and negotiation activities maintain appropriate probity, audit traceability, and documentation and record keeping standards.
* Develop and deliver presentations, briefing notes, and other correspondence related to contract matters and performance.
* Undertake other associated activities and functions as required by the Program Director.
* Identify / manage / mitigate daily issues and emergent risks in unpredictable/commercially sensitive environments.
To thrive in this role, you will need to demonstrate the following:
* Proven experience as a strategic procurement professional, delivering and managing complex high value, high profile procurement activities throughout an asset life cycle, ideally within government or regulated environments.
* Strong commercial acumen, including the ability to interpret complex contracts, pricing models, and supplier performance frameworks.
* Ability to build relationships with internal and external stakeholders, including senior executives, suppliers, technical SMEs, probity advisors, and legal teams.
* High-level written communication skills, including the ability to prepare procurement plans, commercial reports, negotiation inputs, and submissions to executive governance bodies.
* Demonstrated capacity to manage competing priorities, work under tight timeframes, and maintain integrity in sensitive commercial environments.
* Ability to influence, negotiate and support positive commercial outcomes in high-risk or sole-supplier procurement contexts.
Role requirements
* It is highly desirable the applicant holds the Diploma of Procurement and Contract Management or equivalent (Level 3 Procurement)
* Knowledge of and/or experience with Queensland Information Technology Contracting (QITC) framework and the Queensland Government Information Technology Contracting (GITC) framework.
* Knowledge of and experience in applying Queensland Procurement Policy (or similar) to sourcing and contract management.
