Primary objective

The Director Procurement Performance leads a team responsible for measuring and improving the effectiveness and efficiency of the

Agency's procurement activity, ensuring it delivers value for money and aligns with strategic goals. This role involves developing

performance metrics, analysing data to identify trends and opportunities, managing compliance and performance, and implementing

strategies and systems to drive continuous improvement in procurement operations.

Context statement

The procurement profile of the Department of Logistics and Infrastructure is unique to the NT Government as the lead provider and

construction authority for public infrastructure across the Northern Territory. The Procurement Operations team provides Agency staff

with oversight, strategic advice and operational support for all procurement activities.

Key duties and responsibilities

1. Provide high level authoritative advice to Executives on the agency's procurement strategies and policies and implementation of

related reforms.

2. Establish agency procurement policies and procedures, be accountable for achieving agency procurement outcomes, establish and

manage agency procurement governance arrangements

1. Provide leadership in strategic planning of a procurement function including development of Agency Procurement Management Plans

and reporting on performance within the context of the Northern Territory Government Procurement Framework.

4. Ensure systems are in place to build procurement capability through appropriate levels of training and development opportunities for

NTG staff undertaking procurement.

5. Represent the Department and Northern Territory at intrastate, interstate, and intergovernmental procurement related forums,

presentations and working groups as required.

Selection criteria

Essential

1. Highly developed interpersonal and communication skills and a proven high level of consultation, negotiation, networking, and liaison

skills with the ability to establish and maintain effective communications and working relationships with a range of stakeholders and

clients.

1. Proven experience of high-level management in all aspects of complex contracts, including construction and service contracts, from a

compliance and capability perspective.

1. Comprehensive knowledge of and experience implementing contemporary practices in procurement strategy, planning and contracting

including performance metrics, compliance, and capability programs.

1. Demonstrated leadership of a multi-disciplinary team including demonstrated ability to motivate and develop work teams to ensure

the achievement of high standard service delivery outcomes and improved corporate performance.

1. Experience in leading a team through significant organisational change and procedural reform.

Desirable

1. Degree or Advanced Diploma in procurement /business/law or similar.
