This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for a maximum period of two (2) years. If the initial contract is for less than 2 years, it may be extended or renewed once, up to the 2 year limit.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

About the Authority

The Net Zero Economy Authority Act 2024 (NZEA Act) established the Net Zero Economy Authority (the Authority) as a statutory agency in December

The Authority is presently establishing itself as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The Authority is expected to transition to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority.

About the Team

The Regional Transformation Division is comprised of two branches, the Investment Strategy, Collie and Queensland Branch and the Hunter, Latrobe Valley and First Nations Branch. The Division supports communities significantly affected by the transition to net zero to prosper, including through economic development and investment.

The Hunter team leads strategy and advice and coordinates engagement on the Hunter region, NSW. This includes identifying transition challenges and opportunities and working with government, non-government and community stakeholders to facilitate access to opportunities and delivery of associated supports.

Functions include developing a regional strategy for Hunter outlining economic opportunities, investment priorities, workforce supports and community needs and benefits; leading and coordinating the Authority's engagement with Hunter stakeholders and NSW Government, including supporting and leading engagement on the Regional Workforce Transition Plan and related Department of Employment and Workplace Relations programs and policy; providing insights and advice on net zero transition in Hunter region for the Authority and the Australian Government.

About the Roles

The Hunter team is looking to fill multiple policy and engagement positions at the APS 5, APS 6 and Executive Level 1 classifications, to deliver key priorities as we build our presence in the region. Remote working will be supported for Hunter region-based staff while we are establishing an ongoing regional presence. It is the expectation that region-based staff work from the regional office as much as possible once established.

These roles will represent the Authority in the Upper and Lower Hunter region. They will support Authority objectives under the Authority's Business Plan, especially through strong, productive relationships with local community, union, industry and government stakeholders. They will also build and maintain networks of stakeholders relevant to Hunter net zero transitions, to support policy and programs and advice to decision makers.

Our Ideal Candidates

We are looking for candidates who have strategic policy skills, including familiarity with Government systems and processes, and have interest in net zero, energy systems, climate change, place-based policy and/or regional development. If you have well-established stakeholder networks, or the ability to develop networks, in the Upper and Lower Hunter region relevant to regional economic development, worker and community transition – we want to hear from you

Candidates with demonstrated knowledge, networks and experience of local and regional socio-economic opportunities and challenges in the Hunter region will be highly regarded.

Ideal candidates will be permanently based in the upper Hunter (Muswellbrook, Singleton, Scone or Dungog local government area) or have the ability to be regularly present in the upper Hunter, up to 4 days per week. Ideal candidates will also need to be able to work collaboratively with a geographically dispersed team.

Eligibility

* Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
* The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
* The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
