Primary objective

Provide strategic policy and leadership support to the Northern Territory Government Procurement Framework, with a

strong focus on reform and continuous improvement.

Context statement

This role is central to maintaining contemporary procurement policies that meet evolving government and industry needs.

A strong operational knowledge of procurement is recommended, alongside the ability to identify opportunities for

improvement, champion change, and embed contemporary practices that deliver long-term benefits.

Key duties and responsibilities

1. Lead reform initiatives by contributing to the design, development, and implementation of contemporary procurement

policy, strategies, and frameworks.

2. Provide high-level advice and guidance to government agencies and industry on procurement policies, legislation, and

reform priorities.

3. Draft quality reports, submissions, briefings, and correspondence on a range of procurement issues.

4. Manage and mentor a small team to deliver policy research and improvement projects, ensuring alignment with

government reform agendas and procurement best practice.

5. Oversee support services for relevant Board/s and industry representatives.

Selection criteria

Essential

1. Demonstrated experience in providing sound policy advice and recommendations on complex governance, service

delivery, or operational issues, preferably within contexts such as procurement, contracting, or contract management.

2. Demonstrated experience interpreting and applying legislation and administrative frameworks.

3. Proven ability to use analytical and conceptual skills to reason through problems and find innovative solutions.

4. Proven ability to represent the agency at inter-agency and other forums, supported by advanced communication,

facilitation, and negotiation skills.

5. Proven capacity to draft high‑quality reports, submissions, briefings, and correspondence on complex policy issues.

6. Well-developed interpersonal and relationship building skills with the ability to resolve issues to respectful outcomes.

7. Experience effectively managing a team in a dynamic environment with competing priorities.

Desirable

1. Tertiary qualifications relevant to the position.

2. Knowledge of the Northern Territory Procurement Framework.
