The Department of Justice and Community Safety (the department) is seeking a Manager, Service Contracts to provide a critical role in the Contracts and Infrastructure Branch.
About the business unit
The Contracts and Infrastructure Branch are responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections Victoria prisons and related infrastructure. This includes the development and implementation of all required systems and policies to sustain this diverse asset portfolio. The management of major contracts including private prisons, oversight of major contracts and contract management of a significant number of the group's contracts are a core function of the Branch. It also represents the group's interest on infrastructure and construction projects to ensure the best possible outcomes for stakeholders and commercial partners.
About the role
The Services Contracts team sit within the Contracts and Infrastructure Branch. The Manager, Services Contracts, provides leadership with a strong focus on driving innovation and continuous improvement and ensures the State receives value for money for contracted services through the delivery of best practice contract administration and contemporary approaches to commercial management. This role is directly aligned to delivering evidence-based outcomes by ensuring operator compliance for contracts and escalating issues when non-compliance occurs. This oversight ensures the operators meet their obligations and the State has the necessary evidence to support the contract and KPIs are met.
The role may involve travel to prison locations and other sites where contracted services are being delivered and may require overnight travel.
The role of a Manager is to;
- Provide leadership with a strong focus on driving innovation and continuous improvement
- Supporting the General Manager to deliver on key business priorities including managing a range of high-level business/corporate, and strategic matters and contracts.

About you
- Demonstrated experience in the management of complex goods and service contracts and the proven ability to provide expert commercial advice for major contracts.
- Extensive experience in contract administration and high-level skills in the provision of commercial advice for major contracts and negotiation skills.
- Experience in the management of end-to-end procurement activities and the ability to prepare comprehensive sourcing documentation and reports including commercial and contractual analysis.
- Ability to effectively lead and manage teams to foster initiative, promote teamwork, achieve objectives, meet deadlines and produce high quality, value for money outcomes.
