The South African Radio Astronomy Observatory (SARAO) is recruiting a Square Kilometre Array (SKA) Mid HSE Officer. The successful candidate will join the Square Kilometre Array Observatory (SKAO) Site Management Team in Carnarvon, Northern Cape, reporting to the SKA Mid HSE Manager. The role involves assisting in developing and implementing the SKAO HSE Programme.
Key Responsibilities
1. Report directly to SKA MID – HSE Manager;
2. Respond to contractor HSE communication and escalate when necessary;
3. Coordinate efforts with site medical services, including emergency evacuation and disaster management;
4. Monitor compliance with contractors' HSE Plans;
5. Work with construction NEC Supervisors/Project Managers to oversee HSE practices and incident reporting;
6. Assist security efforts and conduct regular site visits to report non-compliance;
7. Document visits and control reports;
8. Administer HSE policies and organize new employee inductions;
9. Participate in HSE meetings and review management plans, procedures, and campaigns;
10. Maintain site-specific HSE requirements and coordinate visitor inductions;
11. Represent SKAO in visits or investigations by authorities and insurance agencies;
12. Participate in HSE training and report critical issues to the HSE Manager;
13. Advise on contractor compliance and monitor rectifications;
14. Contribute to continuous HSE improvements with third parties.
Key Requirements and Qualifications
* Recognized Certificate in Occupational Health & Safety (SAMTRAC / NEBOSH) with at least five years’ experience on a construction site;
* Diploma in Occupational Health & Safety with at least three years’ experience;
* Registered with SACPCMP as a Construction HSE Officer;
* Certificates such as COMSOC 2, NEBOSH, SAMTRAC, or equivalent;
* Valid driver’s license (essential).
Experience
* Audit and inspection activities;
* Building strong team relationships;
* Knowledge of HSE Management Systems, procedures, and policies;
* Experience working with contractors on construction sites;
* Experience in health, safety, construction, and risk management.
Knowledge
* Occupational H&S Act and Regulations;
* Hazard Identification and Risk Management Processes (e.g., HIRA);
* Project processes.
Additional Skills and Competencies
* Problem-solving and conflict resolution;
* Practical and pragmatic health and safety recommendations;
* Ability to work independently and in teams under pressure;
* Self-motivated with a positive attitude;
* Willingness to travel and reside in Carnarvon permanently.
