**About the Assignment**
This position is expected to provide leadership in cost control expertise to the Abandonment division. This position is responsible for managing cost control activities for dedicated scope being assigned and coordinate consolidation of overall cost information for the entire abandonment portfolio. This position will also manage the interface with Finance, VP of Decommissioning and other corporate function for various corporate and Joint Venture reporting requirements
**Tasks include**:
- Manage all cost control activities for the assigned projects for Decommissioning.
- Maintain the project cost forecast in accordance with agreed procedures.
- Manage Value of Work Done (VOWD), Performance Measurement, VOWD phasing, Management of Change (PCR's) and all Cost Control activities for the project.
- Provide oversight of Contractor's work packages ensuring costs are monitored / reported in compliance with approved Contractor Project Controls Plan and invoices are properly validated.
- Participate in weekly and monthly meeting with Contractors and Scope Owners, guiding the team in all cost related issues for their assigned packages.
- Consolidate and generate Value of Work Done (VOWD), Estimate to Complete (ETC) and Estimate at Completion (EAC).
- Ensure that the cost forecasts reflect the latest project scope of work, project schedule, organization, and project execution and contracting status.
- Liaise with various departments (HR, Finance, IT etc.) in providing Value of Work Done (VOWD), Estimate to Complete (ETC), Estimate at Completion (EAC) and variance analysis against agreed AFEs/budgets.
- Ensure early recognition and warning to stakeholders of adverse cost trends impacting agreed cost targets and budgets and assessing risks and opportunities that may impact the current forecast.
- Manage the development and provide input in the annual corporate budget and liaise with Finance in review/rollup of annual corporate budget.
- Coordinate the preparation and updating Work Plan & Budget for submission to JV partners
- Manage Project Change Request (PCR) for Trends and Cost impacts.
- Manage the allocation of growth allowances within each package, drawdown of contingency and generate drawdown curves.
- Coordinate the development and provision of monthly cost forecast reports (presentations, reports to management and stakeholders etc.) for both internal and external purposes.
- Facilitate and manage monthly Cost Forecast reviews with Project Leads, VP of Decommissioning and Project Services Manager.
- Develop and maintain the project manpower plan
- Support development and enhancement of Pims/Prism cost system
- Manage Project Closeout in all matters relating to cost.
**This assignment is initially offered for 12 months, engaged via Chandler Macleod.**
**Location for this assignment is Perth working full-time office hours**
**About You**
- Bachelors' degree in Engineering, Finance, Business or equivalent
- Minimum of 10-15 years of cost engineering experience in major upstream capital projects with preferable experience in an Offshore environment.
- Strong depth and technical competency in cost engineering, budgeting and forecasting.
- Demonstrated understanding of project services and project contracting/procurement disciplines and their relationships to cost engineering activities.
- Knowledge and broad understanding of standard project progress measurement evaluation (EV, SPI, CPI)
- Familiar with the use of proprietary and custom computer software systems used for project management.
- Proven track record of team leadership and delivery through others.
- Highly effective communication skills and ability to develop and present management reports at all levels, including presentations to management.
- Demonstrated interpersonal/teambuilding skills.
- Analytical/technical skills with a practical approach to problem solving.
- SAP experience in Oil and Gas Projects
